The current shortage of funds is due, among other things, to the fact that some important affiliates are fulfilling the obligations that the Statutes impose on them towards the International for only a part of their membership. eea.I 1. It is therefore of the utmost importance that the number of full- paying members in those unions be increased as quickly as possible and that new, full- paying members can be acquired at the same time! 2. The Committee of Auditors is concerned that no action has been taken on the recommendation given in past years to reduce the proportion that staff costs represent of total income( see attached table) and urges the IFBWW's bodies smmu * to pay the necessary attention to this matter; Shem 0-09.00.0 5-00 * to limit the portion of expenditure accounted for by staff costs to 35% of income. Whereas in 1989 the IFBWW had sufficient freely disposable assets to finance its activities for another 8 months. by 1996 this parameter had fallen to 5 months. The Committee of Auditors reaffirms the recommendation it has given in recent years to increase this figure again successively to 12 months. 4. As far as education activities are concerned, the Committee of Auditors noted with satisfaction that the projects which have been carried out by the IFBWW but have not yet been charged to the sponsor are now shown in consolidated form and are thus quantifiable. The Committee of Auditors recommends that the competent bodies examine how this risk can be limited( regular project statements, interim account statements). The Committee of Auditors notes that although the education projects constitute an everincreasing portion of IFBWW activities. they are not reflected in the IFBWW accounts and cannot be III audited. The Committee of Auditors further notes that it( like all the other IFBWW bodies) is not in a position to establish which regular IFBWW activities are accounted for today through projects that do not figure in the IFB WW's accounts or, conversely, which non- IFBWW activities are accounted for through regular IFBWW budgets. The Committee of Auditors has noted the fact that budget overshoots( non- budgeted activities or budgeted activities incurring higher- than- budgeted costs) are today not decided on by the competent IFBWW bodies with the necessary information on subsequent costs and financing. The Committee of Auditors therefore urgently recommends that overshoots of budgeted expenditure in all types of expenditure absolutely must be approved by the Management Committee and that - the necessary financing( extra affiliation fees or withdrawals from assets) absolutely must be decided on at the same time. Non- budgeted activities must be requested indicating the subsequent costs and financing in each case. 7. The Committee of Auditors has taken note of the 1997 budget. a) It considers that, in view of the amendment to the Statutes( 1996 dues determining for the 1997 Congress), the affiliation fee income for 1997 is too optimistic and recommends that this item be budgeted more cautiously( SFr. 100,000 less at SFr. 3,550,000). b) It considers the budgeted travelling expenses to be too optimistic and recommends a more cautiously budgeted figure( delegations and representation increased by SFr. 50,000 to SFr. 300,000). c) In view of the situation described in paras. 2 and 3( staff costs. assets), it urges the competent IFB WW bodies to offset the recommended corrections to the budget with a reduction of staff costs by the same amount. The General Secretary, as well as Ms Sylvianne Decollogny and the accountant, Mr Patrick Fonjallaz, willingly furnished the Audit Committees members with the explanations requested concerning expense vouchers. Books and vouchers are kept clearly and filed in an orderly fashion. Other heads of expenditure as well should remain subjected to stringent cost control, so that balanced annual accounts can be achieved in the future. VI. Further comments The Report of the Auditors produced by the auditing firm Fiduciaire Beaumont S.A, Carouge, Geneva on 29 February 1996 forms an integral part of this Report of the Audit Committee. We further recommend that detailed audits should also be conducted in the regional offices in the near future. Ge In this connection, the Audit Committee wishes to underline that the cash and bank deposits mentioned in the Auditor's Report as existing abroad also represent a risk, which should be covered by adequate reserves as from the close of the 1996 accounts. Moreover, as in previous years, it was impossible to audit this area, which is not shown on the 1995 balance sheet, and for which the Audit Committee can therefore assume no responsibility. The current shortage of funds is due, among other things, to the fact that some important affiliates are fulfilling the obligations that the Statutes impose on them towards the International for only a part of their membership. It is therefore of the utmost importance that the number of full- paying members in those unions be increased as quickly as possible and that new, full- paying members can be acquired at the same time! accounts of 2. The personnel costs, which have more than doubled between 1989 and 1994, must be restricted and in the future must not be allowed to exceed a certain percentage of budgeted expenditure. They provide the necessary information and evidence at all times and satisfy the requirements of a constantly- verifiable accounting system. Consequently the result was about SFr. 217,000.- better than the budgeted figure.
