In addition to the contributions reflected in the above accounts, in 1995 direct contributions by the FES were made to a women's seminar in Germany, a Northern African finance sector seminar in Tunis, three APRO- FIET regional seminars for youth' organisers and researchers, a sub- regional seminar on social security in Colombia and a workshop for unionists from the Caribbean. Through local FES offices activities in Latin America and Nepal were supported.

En plus des contributions apparaissant dans les comptes ci- dessus, des contributions directes ont été versées par la FES en 1995 pour un séminaire de femmes en Allemagne, un séminaire du secteur financier nord- africain à Tunis, trois séminaires régionaux APRO- FIET à l'intention des chargés de recherche et recruteurs pour les jeunes, un séminaire subrégional sur la sécurité sociale en Colombie et un atelier pour syndicalistes des Caraïbes. Des activités ont également été soutenues en Amérique latine et au Népal par le biais des bureaux locaux de la FES.

and not STATEMENT OF VERIFICATION BY THE AUDITORS
The undersigned hereby declare that they have examined the books and accounts of the International Federation as well as of the FIET Solidarity Fund and Education Fund for the year 1995.
In order to enable them to discharge their task, the Treasurer and Finance Officer have provided them with all the information and explanations needed for the audit of the financial documents relating to income and expenditure as well as to budgetary figures.
The Auditors declare that the FIET accounts for 1995 show a surplus of SFrs. 21'390.67 bringing the FIET Capital to an amount of CHF 220'278.26. An amount of SFrs. 100'000.- was put aside for the next FIET World Congress in 1999. The building reserve now amounts to CHF 724'000.-The Auditors welcome the initiative of the World and Regional Executives to ensure that all affiliates pay their affiliation fees. The World Executive and Regional Executives receive an annual listing which provides details on the status of each affiliate with respect to fees.
The Auditors note that the Vienna World Congress adopted a motion to increase affiliation fees in the period 1996-1999 and that the motion mandated the World Executive Committee with the task of exploring a new system of affiliation fees.
The largest individual item for FIET is the FIET World Congress which takes place every 4 years. The practice of a reserve being made each year is prudent financial planning and should be continued in the future. The Vienna Congress was within the budget and at the same time an unprecedented level of global and regional activities were conducted by FIET. The Auditors express their appreciation to the guest union GPA in Austria for their generous support to the World Congress events.
The trade sections are a vital component of FIET activities. An increased provision for such activities will be made in 1996.
With respect to the organisation of meetings, the practice of holding meetings in Costa Rica, Singapore, Geneva and Brussels should continue. The Auditors also welcome that the secretariat is further developing its methods of cost monitoring at the head office and in the regions.
The exchange rate losses were high in 1995 due to the fact that FIET now has bank accounts in foreign currencies( including Central and Eastern Europe) which were converted into Swiss francs at the official Swiss bank rate at the end of the year.
The FIET Solidarity Fund shows a balance of SFrs. 243'447.88 at 31.12.1995.

Les soussignés déclarent par la présente qu'ils ont examiné les livres et comptes de la FIET ainsi que les comptes du Fonds de solidarité et du Fonds d'éducation pour l'année 1995.
Afin de permettre aux Commissaires aux comptes de s'acquitter de leur tâche, la Trésorière et la Secrétaire aux finances leur ont fourni toutes les informations et explications nécessaires pour la vérification des pièces comptables relatives aux recettes, dépenses, prévisions budgétaires, etc.
Les Commissaires aux comptes déclarent que les comptes 1995 de la FIET se soldent par un excédent de CHF 21'390.67, portant ainsi le Capital de la FIET à CHF 220'278.26. Un montant de CHF 100'000.- a été mis de côté pour le prochain Congrès mondial de la FIET en 1999. Quant à la réserve pour le projet de construction, elle s'élève actuellement à CHF 724'000.
Les Commissaires aux comptes se félicitent de l'initiative prise par les Exécutifs mondial et régionaux pour veiller à ce que tous les affiliés paient leurs cotisations. Les Comités exécutifs mondial et régionaux reçoivent une liste annuelle fournissant des détails sur la situation de chaque affilié en matière de cotisations.
Les Commissaires aux comptes prennent note que le Congrès mondial de Vienne a adopté une motion sur l'augmentation des cotisations pour la période 1996-1999 et que cette motion donne mandat au Comité exécutif mondial d'étudier un nouveau système de cotisations.
Le poste de dépenses le plus important pour la FIET est celui du Congrès mondial qui se tient tous les quatre ans. La constitution d'une réserve, chaque année, constitue une mesure financière prudente qui devrait être poursuivie à l'avenir. Le Congrès de Vienne est resté dans les limites du budget, et parallèlement un niveau sans précédent d'activités mondiales et régionales ont été conduites par la FIET. Les Commissaires aux comptes expriment leur reconnaissance au syndicat hôte, le GPA d'Autriche, pour son généreux soutien aux manifestations du Congrès mondial.
Les sections professionnelles sont une composante essentielle des activités de la FIET. La provision pour ces activités sera augmentée en 1996.
En ce qui concerne l'organisation des réunions, la pratique consistant à organiser des réunions au Costa Rica, à Singapour, Genève et Bruxelles devrait se poursuivre. Les Commissaires aux comptes saluent aussi le fait que le Secrétariat continue d'intensifier ses méthodes de contrôle des dépenses au siège et dans les régions.
Les pertes en taux de change ont été élevées en 1995 en raison des nombreux comptes bancaires que la FIET possède maintenant en devises étrangères( y compris en monnaies

d'Europe centrale et orientale), devises qui ont été converties, en fin d'année, en francs suisses, au taux officiel des banques suisses.
Le Fonds de solidarité fait apparaître un solde de CHF 243'447.88 au 31.12.1995.
Les Commissaires aux comptes se déclarent satisfaits de la gestion financière et de la tenue de la comptabilité.
Les Commissaires aux comptes demandent au Comité exécutif de donner décharge à la Trésorière de sa gestion financière pour 1995.

Die Unterzeichneten erklären hiermit, daß sie die Bücher und Finanzunterlagen des Internationalen Bundes der Privatangestellten( FIET) sowie diejenigen des Fonds für Solidarität und Bildungstätigkeiten für das Jahr 1995 eingesehen haben.
Vom Kassierer und dem Finanzsekretär sind ihnen alle zur Erledigung ihrer Aufgaben notwendigen Auskünfte und Erklärungen hinsichtlich der Einnahmen, Ausgaben sowie der finanziellen Voranschläge usw. erteilt worden.
Die Rechnungsprüfer erklären, daß die FIET- Konten für 1995 einen Überschuß von Sfr. 21'390.67 aufweisen, womit sich das FIET- Kapital nun auf Sfr. 220'278.26 beläuft. Ein Betrag von Sfr. 100'000.-- wurde für den nächsten FIET- Weltkongress im Jahr 1999 zurückgestellt. Die Rückstellung für das Bauprojekt beläuft sich auf Sfr. 724'000.--.
Die Rechnungsprüfer heißen die Initiative des Weltvorstandes willkommen, derzufolge mit größter Aufmerksamkeit darüber gewacht werden soll, daß alle Mitgliedsorganisationen ihre Mitgliedsbeiträge zahlen. Den Welt- und Regionalvorständen wird alljährlich eine Liste unterbreitet, aus der Einzelheiten über den Stand der Beitragszahlung einer jeden Mitgliedsorganisation hervorgehen.
Die Rechnungsprüfer nehmen zur Kenntnis, daß am Weltkongreẞ in Wien ein Antrag zur Erhöhung der Mitgliedsbeiträge für den Zeitraum 1996-1999 angenommen wurde und daß dieser Antrag den Weltvorstand beauftragt, eine Erneuerung des Beitragssystems zu prüfen.
Der FIET- Weltkongreẞ stellt den größten Einzelposten in den FIET- Finanzen dar. Er findet alle 4 Jahre statt. Die alljährlich erfolgende Rückstellung stellt eine umsichtige Praxis in der Finanzplanung dar und sollte auch in Zukunft fortgesetzt werden. Der Kongreẞ in Wien hielt sich im Rahmen des Budgets. Gleichzeitig gelangten auch Tätigkeiten in noch nie zuvor erreichtem Umfang auf globaler sowohl als auch auf regionaler Ebene zur Durchführung. Die Unterzeichneten sprechen der gastgebenden Gewerkschaft GPA in Österreich für die großzügige Unterstützung der WeltkongreẞVeranstaltungen Anerkennung aus.
Die Fachgruppenarbeit stellt den Mittelpunkt der FIET- Aktivitäten dar, weshalb die Geldmittel der Fachgruppen in 1996 erhöht werden sollen.
Was die Durchführung von Sitzungen in Costa Rica, Singapur, Genf und Brüssel anbetrifft, so sollte diese positive Praktik fortgesetzt werden. Die Rechnungsprüfer begrüßen es, daß das Sekretariat weiterhin Methoden zur Eindämmung der Kosten sowohl am Hauptsitz als auch in den Regionen einsetzen und nach Möglichkeit noch verbessern wird.

Die Wechselkursverluste waren im Jahr 1995 ziemlich hoch, da die FIET viele Bankkonten in Fremdwährungen( einschließlich der Länder Mittel- und Osteuropas) unterhält, deren Einlagen am Jahresende zum offiziellen in den schweizer Bankinstituten gültigen Umrechnungskurs in Franken konvertiert wurden.
Der FIET- Solidaritätsfonds weist am 31.12.1995 einen Saldo von Sfr. 243'447.88 auf.
Die Rechnungsprüfer stellen fest, daß die Finanzverwaltung in vorzüglicher Weise erfolgte und daß alle Bücher und Aufzeichnungen bestens geführt wurden.
Die Rechnungsprüfer schlagen dem Vorstand vor, den Schatzmeister für die Finanzverwaltung 1995 zu entlasten.

Los abajo firmantes declaran que han examinado los libros de cuentas de la Federación Internacional, así como los del Fondo de Solidaridad y del Fondo de Educación para año 1995.

Con el fin de permitirles llevar a cabo su tarea, la Tesorera y la Responsable de Finanzas les han facilitado toda la información y las explicaciones necesarias para la auditoría de los documentos financieros relativos a los ingresos y los gastos, así como las cantidades presupuestadas.
Los Revisores declaran que las cuentas de la FIET correspondientes a 1995 se cierran con un excedente de CHF 21.390,67 llevando el Capital de la FIET a un monto de CHF 220.278,26. Se ha reservado un monto de CHF 100,000--. para el próximo Congreso de la FIET de 1999. La reserva para el edificio asciende actualmente a CHF 724.000,--.
Los Revisores se congratulan de la iniciativa del Comité Ejecutivo Mundial y de los Comités Ejecutivos Regionales de asegurar que todas las afiliadas paguen sus cotizaciones. Estas instancias reciben una lista anual con detalles de la situación de cada afiliada con respecto a las cotizaciones.
Los Revisores observan que en el Congreso Mundial de Viena se aprobó la moción para aumentar las cotizaciones en el período 1996-1999 y que en la moción se encargaba al Comité Ejecutivo de explorar un nuevo sistema de cotizaciones.
La partida individual más importante para la FIET es el Congreso Mundial de la FIET, que tiene lugar cada 4 años. La práctica de constituir una reserva cada año es una planificación financiera prudente y deberá continuarse en el futuro. El Congreso de Viena quedó dentro del presupuesto y al mismo tiempo la FIET llevó a cabo un número sin precedente de actividades mundiales y regionales. Desearíamos rendir tributo al sindicato huésped, el GPA de Austria, por el generoso apoyo prestado a los eventos del Congreso mundial.
Las secciones profesionales son un componente esencial de las actividades de la FIET. En 1996 se aumentará la asignación para tales actividades.
En cuanto a la organización de reuniones, deberá continuar la práctica de organizar reuniones en Costa Rica, Singapur, Ginebra y Bruselas. Los Revisores de cuentas también acogen con agrado el hecho de que el Secretariado siga perfeccionando sus métodos de control de los gastos incurridos en la sede y en las regiones.
Las pérdidas en tasa de cambio han sido elevadas en 1995 debido a las numerosas cuentas bancarias que la FIET posee ahora en divisas extranjeras( incluidas en monedas de Europa Central y Oriental), divisas que han sido convertidas al final del año en francos suizos a la tasa bancaria oficial suiza.
Al 31 de diciembre de 1995, el Fondo de Solidaridad de la FIET arroja un balance de CHF 243.447,88.

In addition to the contributions reflected in the above accounts, in 1996 direct contributions by the FES were made to five training courses in the Apro- FIET region; a seminar on social security for French- speaking Africa; a seminar on social security in Latin America and a organising and bargaining course for unionists from the Caribbean. Through local FES offices activities in Latin America and Nepal were supported.
Zusätzlich zu den Beiträgen, die in der obigen Kostenrechnung zum Ausdruck kommen, wurden im Jahr 1996 auch direkte finanzielle Beiträge zu folgenden Veranstaltungen geleistet: fünf Ausbildungslehrgänge in der Apro- FIETRegion; ein Seminar betreffend Soziale Sicherheit für das französischsprachige Afrika; ein Seminar über Sozialversicherungssysteme in Lateinamerika und ein Lehrgang über Organisierung und Strategien für Tarifverhandlungen für Gewerkschafter/ innen in der Karibik. Über lokale FES- Büros wurden Aktivitäten in Lateinamerika und Nepal unterstützt.
En plus des contributions apparaissant dans les comptes ci- dessus, des contributions directes ont été versées en 1996 par la FES pour cinq cours de formation dans la région Apro- FIET, un séminaire sur la sécurité sociale en Afrique francophone, un séminaire sur la sécurité sociale en Amérique latine, et un cours de recrutement et de négociation pour des syndicalistes des Caraïbes. Des activités ont également été soutenues en Amérique latine et au Népal par le biais des bureaux locaux de la FES.
Además de las contribuciones reflejadas en las cuentas mencionadas arriba, en 1996 la FES hizo contribuciones directas para cinco cursos de formación en la región de la AproFIET; un seminario sobre la seguridad social en África francófona; un seminario sobre la seguridad social en América Latina; y un curso sobre la afiliación y la negociación para sindicalistas del Caribe. Por el conducto de oficinas locales de la FIET se apoyaron actividades en América Latina y Nepal.

STATEMENT OF VERIFICATION BY THE AUDITORS
The undersigned hereby declare that they have examined the books and accounts of the International Federation as well as of the FIET Solidarity Fund and Education Fund for the year 1996.
In order to enable them to discharge their task, the Treasurer and Finance Officer have provided them with all the information and explanations needed for the audit of the financial documents relating to income and expenditure as well as to budgetary figures.
The Auditors declare that the FIET accounts for 1996 show a surplus of SFrs. 15'128.42 bringing the FIET Capital to an amount of CHF 235'406.68. An amount of SFrs. 200'000.-- was put aside for the next FIET World Congress in 1999 bringing the reserve to CHF 300'000.--. The building reserve now amounts to CHF 854'000.--.
The Auditors welcome the initiative of the World and Regional Executives to ensure that all affiliates pay their affiliation fees. The World Executive and Regional Executives receive an annual listing which provides details on the status of each affiliate with respect to fees. puns sail onu invio
With respect to the organisation of meetings, the practice of holding meetings in Costa Rica, Singapore, Geneva and Brussels should continue. The Auditors also welcome that the secretariat is further developing its methods of cost monitoring at the head office and in the regions.
Due to the fact that FIET has many external bank accounts, the auditors suggest to create a reserve of CHF 20'000.-- to cover the risk of exchange losses.
The FIET Solidarity Fund shows a balance of SFrs. 141'038.83 at 31.12.1996. The auditors advise careful monitoring of the Solidarity Fund in order to build it up again. It should be assured that the fund does not drop under the line of CHF 150'000.--.
The undersigned declare that they are satisfied that the financial administration has been carried out in a satisfactory manner and that the books and accounts have been kept in a proper way.
The Auditors request the Executive Committee to release the Treasurer of her responsibility for the financial management for 1996.

Les soussignés déclarent par la présente qu'ils ont examiné les livres et comptes de la FIET ainsi que les comptes du Fonds de solidarité et du Fonds d'éducation pour l'année 1996.
Afin de permettre aux Commissaires aux comptes de s'acquitter de leur tâche, la Trésorière et la Secrétaire aux finances leur ont fourni toutes les informations et explications nécessaires pour la vérification des pièces comptables relatives aux recettes, dépenses, prévisions budgétaires, etc.
Les Commissaires aux comptes déclarent que les comptes 1996 de la FIET se soldent par un excédent de CHF 15'128.42, portant ainsi le Capital de la FIET à CHF 235'406.68. Un montant de CHF 200'00.- a été mis de côté pour le prochain Congrès mondial de la FIET en 1999, portant ainsi la réserve à CHF 300'000. Quant à la réserve pour le projet de construction, elle s'élève actuellement à CHF 854'000.-.

Die Unterzeichneten erklären hiermit, daß sie die Bücher und Finanzunterlagen des Internationalen Bundes der Privatangestellten( FIET) sowie diejenigen des Fonds für Solidarität und Bildungstätigkeiten für das Jahr 1996 eingesehen haben.
Vom Kassierer und dem Finanzsekretär sind ihnen alle zur Erledigung ihrer Aufgaben notwendigen Auskünfte und Erklärungen hinsichtlich der Einnahmen, Ausgaben sowie der finanziellen Voranschläge usw. erteilt worden.
Die Rechnungsprüfer erklären, daß die FIET- Konten für 1996 einen Überschuß von Sfr. 15'128.42 aufweisen, womit sich das FIET- Kapital nun auf Sfr. 235'406.68 beläuft. Ein Betrag von Sfr. 200'000.-- wurde für den nächsten FIET- Weltkongress im Jahr 1999 zurückgestellt, womit diese Reserve nun auf Sfr. 300'000.-- angewachsen ist. Die Rückstellung für das Bauprojekt beläuft sich inzwischen auf Sfr. 854'000.--.
Die Rechnungsprüfer heißen die Initiative des Weltvorstandes willkommen, derzufolge mit größter Aufmerksamkeit darüber gewacht werden soll, daß alle Mitgliedsorganisationen ihre Mitgliedsbeiträge zahlen. Den Welt- und Regionalvorständen wird alljährlich eine Liste unterbreitet, aus der Einzelheiten über den Stand der Beitragszahlung einer jeden Mitgliedsorganisation hervorgehen.
Was die Durchführung von Sitzungen in Costa Rica, Singapur, Genf und Brüssel anbetrifft, so sollte diese positive Praktik fortgesetzt werden. Die Rechnungsprüfer begrüßen es, daß das Sekretariat weiterhin Methoden zur Eindämmung der Kosten sowohl am Hauptsitz als auch in den Regionen einsetzen und nach Möglichkeit noch verbessern wird.
Aufgrund der Tatsache, dass die FIET eine Reihe von externen Bankkonten in Fremdwährungen unterhält, schlagen die Rechnungsprüfer die Schaffung einer Reserve in Höhe von Sfr. 20'000.-vor, um das Risiko von Wechselkursverlusten zu decken.
Der FIET- Solidaritätsfonds weist am 31.12.1996 einen Saldo von Sfr. 141'038.83 auf. Die Rechnungsprüfer empfehlen grosse Wachsamkeit bei der Verwaltung des Solidaritätsfonds, um ihn wieder aufzustocken und sicherzustellen, dass der Kontostand die Grundlinie von Sfr. 150'000.- nicht unterschreitet.
Die Rechnungsprüfer stellen fest, daß die Finanzverwaltung in vorzüglicher Weise erfolgte und daß alle Bücher und Aufzeichnungen bestens geführt wurden.

DECLARACIÓN DE VERIFICACIÓN DE LOS REVISORES DE CUENTAS
Los abajo firmantes declaran que han examinado los libros de cuentas de la Federación Internacional, así como los del Fondo de Solidaridad y del Fondo de Educación de la FIET para el año 1996.
Con el fin de permitirles llevar a cabo su tarea, la Tesorera y la Responsable de Finanzas les han facilitado toda la información y las explicaciones necesarias para la auditoría de los documentos financieros relativos a los ingresos y los gastos, así como las cantidades presupuestadas.
Los Revisores declaran que las cuentas de la FIET correspondientes a 1996 se cierran con un excedente de CHF 15.128,42 llevando el capital de la FIET a un monto de CHF 235.406,68. Se ha reservado un monto de CHF 200.000,--. para el próximo Congreso de la FIET de 1999 llevando la reserva a 300.000,--. La reserva para el edificio asciende actualmente a CHF 854.000,--.
Los Revisores se congratulan de la iniciativa del Comité Ejecutivo Mundial y de los Comités Ejecutivos Regionales de asegurar que todas las afiliadas paguen sus cotizaciones. Estas instancias reciben una lista anual con detalles de la situación de cada afiliada con respecto a las cotizaciones.
En cuanto a la organización de reuniones, deberá continuar la práctica de organizar reuniones en Costa Rica, Singapur, Ginebra y Bruselas. Los Revisores de cuentas también acogen con agrado el hecho de que el Secretariado siga perfeccionando sus métodos de control de los gastos incurridos en la sede y en las regiones.
Debido al hecho de que la FIET tiene muchas cuentas bancarias externas, los Revisores sugieren que se cree una reserva de CHF 20.000,-- para cubrir el riesgo de pérdidas en tasa de cambio.
Al 31 de diciembre de 1996, el Fondo de Solidaridad de la FIET arroja un balance de CHF 141.038,83. Los Revisores aconsejan que se controle cuidadosamente el Fondo de Solidaridad con el objeto de volverlo a aumentar. Debe asegurarse que el fondo no baje del límite de CHF 150.000,--.

STATEMENT OF VERIFICATION BY THE AUDITORS
We, the undersigned Auditors, hereby declare that we have examined the books and accounts of the International Federation as well as of the FIET Solidarity Fund and Education Fund for the period of 1.1.- 31.12.1997. Prior to this audit an external auditor has examined the books and accounts which were found in order.
In order to enable us to discharge our task, the Treasurer and Finance Officer have provided us with all the information and explanations needed for the audit of the financial documents relating to income and expenditure as well as to budgetary figures.
We declare that the FIET accounts as at 31.12.1997 show a loss of CHF 73'399.14. This loss is due to the high loss in exchange rates. A detailed list is attached giving explanations as to where the loss has occured in 1997( page 6). Since July 1997 a financial crisis has swept the Asian region which has been unprecedented in its impact on local economies, their stockmarkets and on the value of their currencies. Volatility has also affected the Swiss franc. FIET has offices in Singapore and Costa Rica where we undertake to maintain the local value of the funds we transfer. In Australia, FIET affiliates have paid their fees and made special contributions for the 1999 FIET World Congress in Sydney. At 31-12-97 CHF 733'432.20 are deposited in local accounts which receive an interest of approx. 5%.
To avoid exchange rate losses, FIET has closed accounts in a number of countries around the world. The volatility in exchange rates is a growing phenomena.

An amount of CHF 215'000.-- was put aside for the next FIET World Congress in 1999 bringing the reserve to CHF 515'000.--. The building reserve now amounts to CHF 884'000.--. Following a fund raising initiative among affiliates, FIET has also commitments from affiliates amounting to CHF 1'370'000.--.
We have taken note with satisfaction that the Executive Committee in Cardiff agreed to the proposal to submit a motion to the Sydney Congress to increase the fees to FIET by 0.05 CHF per member/ year from 2000 to 2004.

RAPPORT DES COMMISSAIRES AUX COMPTES
Les soussignés déclarent par la présente qu'ils ont examiné les livres et comptes de la FIET ainsi que les comptes du Fonds de solidarité et du Fonds d'éducation pour l'exercice allant du 1.1 au 31.12.1997. Avant la présente vérification, les livres et comptes de la FIET ont été examinés par un contrôleur externe qui les a jugés en ordre.
Afin de permettre aux Commissaires aux comptes de s'acquitter de leur tâche, la Trésorière et la Secrétaire aux finances ont fourni aux commissaires aux comptes toutes les informations et explications nécessaires pour la vérification des pièces comptables relatives aux recettes, dépenses, et prévisions budgétaires.
Les Commissaires aux comptes déclarent que les comptes de la FIET au 31.12.1997 laissent apparaître une perte de CHF 73'399.14 qui est due à une perte importante sur les taux de change. Une liste détaillée est annexée et explique là où des pertes ont eu lieu en 1997( page 6). Depuis juillet 1997, une crise financière a balayé la région asisatique et a eu des répercussions sans précédent sur les économies locales, leur marché financier et la valeur de leurs devises. Cette forte instabilité a également eu des effets sur le franc suisse. La FIET a des bureaux à Singapour et au Costa Rica où elle s'engage à maintenir la valeur locale des fonds qu'elle transfère. En Australie, les affiliés de la FIET ont payé leurs cotisations et versé des contributions spéciales pour le Congrès mondial de la FIET de 1999 à Sydney. Au 31.12.97, CHF 733'432.20 sont déposés sur des comptes locaux qui reçoivent un intérêt d'environ 5%.
Pour éviter les pertes de change, la FIET a clôturé des comptes dans plusieur pays dans le monde. L'instabilité des taux de change est un phénomène qui prend de plus en plus d'ampleur.
Un montant de CHF 215'000.- a été mis de côté pour le prochain Congrès mondial de la FIET en 1999, portant ainsi la réserve à CHF 515'000. Quant à la réserve pour le projet de construction, elle s'élève actuellement à CHF 884'000.-. A la suite de l'appel de fonds qu'elle a lancé auprès de ses affiliés, la FIET a reçu en plus des engagements de ses affiliés à hauteur de CHF 1'370'000 pour le projet de construction.
Les Commissaires aux comptes ont pris note avec satisfaction que le Comité exécutif de Cardiff avait accepté la proposition de soumettre une motion au Congrès de Sydney en vue d'augmenter les cotisations de la FIET de CHF0,05 par membre et par année de 2000 à 2004.
Les Commissaires aux comptes se félicitent de l'initiative prise par les Exécutifs mondial et régionaux pour veiller à ce que tous les affiliés paient leurs cotisations. Les Comités exécutifs mondial et régionaux reçoivent une liste annuelle fournissant des détails sur la situation de chaque affilié en matière de cotisations.

En ce qui concerne l'organisation des réunions, la pratique consistant à organiser des réunions au Costa Rica, à Singapour, Genève et Bruxelles devrait se poursuivre. Les Commissaires aux comptes saluent aussi le fait que le Secrétariat continue d'intensifier ses méthodes de contrôle des dépenses au siège et dans les régions.
Le Fonds de solidarité fait apparaître un solde de CHF 116'852.20 au 31.12.1997. Les Commissaires aux comptes recommandent de surveiller attentivement le Fonds de Solidarité afin de le reconstituer. Tous les efforts devraient être déployés pour que le fonds ne descende pas au- dessous de la barre des CHF 150'000.-.
Les Commissaires aux comptes se déclarent satisfaits de la gestion financière et de la tenue de la comptabilité.

ERKLÄRUNG DER RECHNUNGSPRÜFER

Die Unterzeichneten erklären hiermit, daß sie die Bücher und Finanzunterlagen des Internationalen Bundes der Privatangestellten( FIET) sowie diejenigen des Fonds für Solidarität und Bildungstätigkeiten für den Zeitraum 1.1. bis 31.12.1997 eingesehen haben. Zuvor hatte ein externer Rechnungsprüfer die Bücher und Finanzunterlagen eingesehen und in Ordnung befunden.
Den Rechnungsprüfern sind vom Kassierer und dem Finanzsekretär alle zur Erledigung ihrer Aufgaben notwendigen Auskünfte und Erklärungen hinsichtlich der Einnahmen, Ausgaben sowie der finanziellen Voranschläge usw. erteilt worden.
Die Rechnungsprüfer erklären, daß die FIET- Konten am 31.12.1997 einen Verlust in Höhe von CHF 73'399.14 aufweisen, der auf die hohen Wechselkursverluste zurückzuführen ist. Eine Aufstellung mit genauen Angaben darüber, wo die Kursverluste im Jahr 1997 zu verzeichnen sind, befindet sich auf Seite 6. Seit Juli 1997 ist Asien von einer Finanzkrise erfasst, die noch nie dagewesene Auswirkungen auf die Wirtschaft in der Region, ihre Aktienmärkte und auf die Währungsstabilität gezeitigt hat. Die finanzielle Instabilität hat auch den Schweizerfranken in Mitleidenschaft gezogen. Die FIET unterhält Büros in Singapur und Costa Rica, wo wir uns bemühen, den Wert der von uns überwiesenen Geldmittel aufrechtzuerhalten. In Australien haben die FIET- Mitgliedsorganisationen ihre Mitgliedsbeiträge sowie Sonderbeiträge für den FIET- Weltkongress 1999 in Sydney auf ein örtliches Konto eingezahlt. Am 31.12.1997 belaufen sich die Geldeinlagen auf örtlichen FIET- Konten auf CHF 733'432.20 mit einem Zinsertrag von ca. 5%.
Um Wechselkursverluste zu vermeiden, hat die FIET in einer Reihe von Ländern auf allen Kontinenten die örtlich geführten Konten schliessen lassen. Die Unbeständigkeit der Wechselkurse ist eine ständig zunehmende Erscheinung.
Ein Betrag von CHF 215'000.-- wurde für den nächsten FIET- Weltkongreß im Jahr 1999 zurückgestellt, womit diese Reserve nun auf CHF 515'000.-- angewachsen ist. Die Rückstellung für das Bauprojekt beläuft sich inzwischen auf CHF 884'000.--. Nachdem kürzlich ein Spendenaufruf an die Mitgliedsorganisationen ergangen war, kann sich die FIET nun auch auf Zahlungsversprechen zugunsten des Bauprojektes in Höhe von CHF 1'370'000.-- stützen.
Die Rechnungsprüfer haben mit Befriedigung zur Kenntnis genommen, dass die Vorstandsmitglieder auf ihrer Sitzung in Cardiff einem Vorschlag zugestimmt haben, demzufolge ein Antrag, der eine Beitragserhöhung um CHF 0.05 pro Mitglied/ Jahr für den Zeitraum 2000- 2004 zum Gegenstand hat, dem Kongress in Sydney unterbreitet werden soll.

Die Unterzeichneten heißen die Initiative des Weltvorstandes und der Regionalvorstände willkommen, derzufolge mit größter Aufmerksamkeit darüber gewacht werden soll, daß alle Mitgliedsorganisationen ihre Mitgliedsbeiträge zahlen. Den Weltund Regionalvorständen wird alljährlich eine Liste unterbreitet, aus der Einzelheiten über den Stand der Beitragszahlung einer jeden Mitgliedsorganisation hervorgehen.
Was die Durchführung von Sitzungen in Costa Rica, Singapur, Genf und Brüssel anbetrifft, so sollte diese positive Praktik fortgesetzt werden. Die Rechnungsprüfer begrüßen es, daß das Sekretariat weiterhin Methoden zur Eindämmung der Kosten sowohl am Hauptsitz als auch in den Regionen einsetzen und nach Möglichkeit noch verbessern wird.

Der FIET- Solidaritätsfonds weist am 31.12.1997 einen Saldo von CHF 116'852.20 auf. Die Rechnungsprüfer empfehlen große Wachsamkeit bei der Verwaltung des Solidaritätsfonds, um ihn wieder aufzustocken und unbedingt sicherzustellen, daß der Kontostand die Grundlinie von CHF 150'000.-- nicht unterschreitet.
Die Rechnungsprüfer stellen fest, daß die Finanzverwaltung in vorzüglicher Weise erfolgte und daß alle Bücher und Aufzeichnungen bestens geführt wurden.
Die Rechnungsprüfer schlagen dem Vorstand vor, den Schatzmeister für die Finanzverwaltung im Zeitraum 1. Januar bis 31. Dezember 1997 zu entlasten.

DECLARACIÓN DE VERIFICACIÓN DE LOS REVISORES DE CUENTAS
Los abajo firmantes declaran que han examinado los libros de cuentas de la Federación Internacional, así como los del Fondo de Solidaridad y del Fondo de Educación de la FIET para el período comprendido entre el 1.1 y el 31.12.1997. Antes de esta verificación un revisor externo examinó los libros y las cuentas encontrándolas en orden.
Con el fin de permitirles llevar a cabo su tarea, la Tesorera y la Responsable de Finanzas han facilitado a los revisores toda la información y las explicaciones necesarias para la auditoría de los documentos financieros relativos a los ingresos y los gastos, así como las cantidades presupuestadas.
Los Revisores declaran que las cuentas de la FIET al 31.12.1997 muestran una pérdida de CHF 73.399,14. Esta pérdida se debe en gran parte a la importante pérdida en tasas de cambio. Se adjunta una lista detallada explicando dónde ha tenido lugar la pérdida en 1997( página 6). Desde julio de 1997 la región asiática ha sufrido una crisis financiera con una incidencia sin precedente en las economías locales, sus mercados de valores y en el valor de sus monedas. La inestabilidad también ha afectado al franco suizo. La FIET tiene oficinas en Singapur y Costa Rica donde nos comprometemos a mantener el valor local de los fondos que transferimos. En Australia, las afiliadas de la FIET han abonado sus cotizaciones y hecho contribuciones especiales para el Congreso Mundial de la FIET, que tendrá lugar en Sydney en 1999. Al 31.12.97 estaban depositados en cuentas locales CHF 733.432,20 que perciben un interés de paros. 5%.
Para evitar pérdidas en las tasas de cambio, la FIET ha cerrado cuentas en varios países del mundo. La inestabilidad de las tasas de cambio en un fenómeno que va en aumento.
Se ha reservado un monto de CHF 215.000,--. para el próximo Congreso de la FIET de 1999 llevando la reserva a CHF 515.000,--. La reserva para el edificio asciende actualmente a CHF 884.000,--. Tras una iniciativa de recaudación de fondos entre las afiliadas, la FIET también tiene promesas de las afiliadas que ascienden a CHF 1.370.000,-.
Hemos tomado nota con satisfacción que en Cardiff el Comité ejecutivo ha aprobado la propuesta de someter una moción al Congreso de Sydney para aumentar las cotizaciones a la FIET de 0,05CHF por miembro/ por año del año 2000 al año 2004.
Los Revisores se congratulan de la iniciativa del Comité Ejecutivo Mundial y de los Comités Ejecutivos Regionales de asegurar que todas las afiliadas paguen sus cotizaciones. Estas instancias reciben una lista anual con detalles de la situación de cada afiliada con respecto a las cotizaciones.
En cuanto a la organización de reuniones, deberá continuar la práctica de organizar reuniones en Costa Rica, Singapur, Ginebra y Bruselas. Los Revisores de cuentas

también acogen con agrado el hecho de que el Secretariado siga perfeccionando sus métodos de control de los gastos incurridos en la sede y en las regiones.
El Fondo de Solidaridad de la FIET arroja un balance de CHF116.852,20 al 31.12.1997. Los Revisores aconsejan que se controle cuidadosamente el Fondo de Solidaridad con el objeto de volverlo a aumentar. Debe asegurarse que el fondo no baje del límite de CHF 150.000,--.
Los abajo firmantes se declaran satisfechos de los resultados de la gestión financiera y de la buena teneduría de los libros de cuentas.
Los Revisores de Cuentas solicitan al Comité Ejecutivo que descargue a la Tesorera de su responsabilidad en la gestión financiera del 1 de enero de 1997 al 31 de diciembre de 1997.

We, the undersigned Auditors, hereby declare that we have examined the books and accounts of the International Federation as well as of the FIET Solidarity Fund and Education Fund for the period of 1.1.- 31.10.1998. Prior to this audit an external auditor has examined the books and accounts which were found in order. The normal accounting period for FIET is from January to December. To enable us to present audited accounts to the Executive Committee meeting and to the World Congress in Sydney, we have exceptionally audited the accounts to 31 October. The remaining two months will be audited during the first half of 1999 and the full audited accounts will be circulated.
In order to enable us to discharge our task, the Treasurer and Finance Officer have provided us with all the information and explanations needed for the audit of the financial documents relating to income and expenditure as well as to budgetary figures.
We declare that the FIET accounts as at 31.10.1998 show a balance of CHF 287'706.97. An amount of CHF 250'000.-- was put aside for the next FIET World Congress in Sydney in 1999 bringing the reserve to CHF 765'000.--. The building reserve now amounts to CHF 2'053'944.65( FIET: CHF 884'000.--+ contributions from affiliates: CHF 1'169'944.65).
We underline the need for an increase in income if FIET is to continue to perform at the present level and to serve FIET affiliates in all the regions. Therefore, we welcome the motion to be submitted to the World Congress in Sydney next year to increase the fees to FIET by CHF 0.05 per member and year from 2000 to 2004. We also call upon all affiliates to pay their affiliation fees in compliance with the statutes.
With respect to the organisation of meetings, the practice of holding meetings in Costa Rica, Singapore, Geneva and Brussels should continue. We also welcome the fact that the secretariat has a system of cost monitoring at the head office and in the regions.
The FIET Solidarity Fund shows a balance of CHF 135'237.54 at 31.10.1998. We advise careful monitoring of the Solidarity Fund and every effort should be made to ensure that the fund does not drop below the level of CHF 150'000.

Les soussignés déclarent par la présente qu'ils ont examiné les livres et comptes de la FIET ainsi que les comptes du Fonds de solidarité et du Fonds d'éducation pour l'exercice allant du 1.1 au 31.10.1998. Avant la présente vérification, les livres et comptes de la FIET ont été examinés par un contrôleur externe qui les a jugés en ordre. L'exercice comptable de la FIET s'étend normalement de janvier à décembre. Cependant pour pouvoir présenter les présents comptes dûment vérifiés à la réunion du Comité exécutif et au Congrès mondial à Sydney, nous avons exceptionnellement fait contrôler les comptes au 31 octobre. Les deux mois restants seront vérifiés au premier semestre de 1999 et les comptes de l'exercice complet seront distribués.
Afin de permettre aux Commissaires aux comptes de s'acquitter de leur tâche, la Trésorière et la Secrétaire aux finances ont fourni aux commissaires aux comptes toutes les informations et explications nécessaires pour la vérification des pièces comptables relatives aux recettes, dépenses, et prévisions budgétaires.
Les Commissaires aux comptes déclarent que les comptes de la FIET au 31.10.1998 laissent apparaître un solde de CHF 287'706.97. Un montant de CHF 250'000.- a été mis de côté pour le prochain Congrès mondial de la FIET à Sydney en 1999, portant ainsi la réserve à CHF 765'000. Quant à la réserve pour le projet de construction, elle s'élève actuellement à CHF 2'053'944.65( FIET: CHF 884'000.-+ contributions des affiliés: CHF 1'169'944.65).
Les Commissaires aux comptes soulignent la nécessité d'augmenter les recettes de la FIET si l'on veut qu'elle continue à fonctionner au niveau actuel et à fournir ses services aux affiliés de toutes les régions. C'est pourquoi, nous accueillons favorablement la motion qui sera soumise au Congrès mondial de Sydney l'an prochain visant à augmenter les cotisations à la FIET de CHF 0,05 par membre et par année de 2000 à 2004. Nous demandons également aux affiliés de régler leurs cotisations conformément aux Statuts.
En ce qui concerne l'organisation des réunions, la pratique consistant à organiser des réunions au Costa Rica, à Singapour, Genève et Bruxelles devrait se poursuivre. Les Commissaires aux comptes saluent aussi le fait que le Secrétariat possède un système de contrôle des dépenses au siège et dans les régions.
Le Fonds de solidarité fait ressortir un solde de CHF 135'237.54 au 31.10.1998. Les Commissaires aux comptes recommandent de surveiller attentivement le Fonds de

ERKLÄRUNG DER RECHNUNGSPRÜFER

Die Unterzeichneten erklären hiermit, dass sie die Bücher und Finanzunterlagen des Internationalen Bundes der Privatangestellten( FIET) sowie diejenigen des Fonds für Solidarität und Bildungstätigkeiten für den Zeitraum 1.1. bis 31.10.1998 eingesehen haben. Zuvor hatte ein externer Rechnungsprüfer die Bücher und Finanzunterlagen eingesehen und in Ordnung befunden. Normalerweise erstreckt sich das Buchhaltungsjahr der FIET auf den Zeitraum von Januar bis Dezember. Um jedoch anlässlich der FIET- Vorstandssitzung und des Weltkongresses in Sydney Konten unterbreiten zu können, die bereits eingesehen wurden, erfolgte die Prüfung der Finanzunterlagen ausnahmsweise auf den 31. Oktober. Die Rechnungsprüfung für die verbleibenden zwei Monate wird im ersten Halbjahr 1999 erfolgen, und alle Unterlagen des gesamten Buchhaltungsjahres werden daraufhin den Mitgliedsorganisationen übersandt werden.
Den Rechnungsprüfern sind vom Kassierer und vom Finanzsekretär alle zur Erledigung ihrer Aufgaben notwendigen Auskünfte und Erklärungen hinsichtlich der Einnahmen, Ausgaben sowie der finanziellen Voranschläge usw. erteilt worden.
Die Rechnungsprüfer erklären, dass die FIET- Konten am 31.10.1998 einen Saldo in Höhe von CHF 287'706.97 aufweisen. Ein Betrag von CHF 250'000.-- wurde für den nächsten FIET- Weltkongress im Jahr 1999 in Sydney zurückgestellt, womit diese Reserve nun auf CHF 765'000.-- angewachsen ist. Die Rückstellung für das Bauprojekt beläuft sich inzwischen auf CHF 2'053'944.65( FIET: CHF 884'000.--+ Beiträge seitens der Mitgliedsorganisationen: CHF 1'169'944.65).
Die Rechnungsprüfer weisen nachdrücklich darauf hin, dass sich die Einnahmen der FIET erhöhen sollten, wenn die Internationale den gegenwärtigen Umfang ihrer Aktivitäten beibehalten und ihren Mitgliedsorganisationen in allen Regionen weiterhin alle notwendigen Dienstleistungen anbieten will. Sie begrüßen es daher, dass nächstes Jahr am Weltkongress in Sydney ein Antrag unterbreitet wird, der eine Beitragserhöhung für den Zeitraum 2000- 2004 in Höhe von CHF 0.05 pro Mitglied/ Jahr zum Gegenstand hat. Die Rechnungsprüfer rufen alle Mitgliedsorganisationen auf, ihre Beiträge in Übereinstimmung mit den in der Satzung festgelegten Bestimmungen ordnungsgemäß zu entrichten.
Was die Durchführung von Sitzungen in Costa Rica, Singapur, Genf und Brüssel anbetrifft, so sollte diese positive Praktik fortgesetzt werden. Die Rechnungsprüfer begrüßen es, dass das Sekretariat weiterhin bestimmte Methoden zur Eindämmung der Kosten sowohl am Hauptsitz als auch in den Regionen einsetzt.

Der FIET- Solidaritätsfonds weist am 31.10.1998 einen Saldo von CHF 135'237.54 auf. Die Rechnungsprüfer empfehlen große Wachsamkeit bei der Verwaltung des Solidaritätsfonds, um sicherzustellen, dass der Kontostand die Grundlinie von CHF 150'000.- nicht unterschreitet.
Die Rechnungsprüfer stellen fest, dass die Finanzverwaltung in vorzüglicher Weise erfolgte und dass alle Bücher und Aufzeichnungen bestens geführt wurden.

Die Rechnungsprüfer schlagen dem Vorstand vor, den Schatzmeister für die Finanzverwaltung im Zeitraum 1. Januar bis 31. Oktober 1998 zu entlasten.

Los abajo firmantes declaran que han examinado los libros de cuentas de la Federación Internacional, así como los del Fondo de Solidaridad y del Fondo de Educación de la FIET para el período comprendido entre el 1.1 y el 31.10.1998. Antes de esta verificación un revisor externo examinó los libros y las cuentas encontrándolos en orden. El ejercicio contable normal de la FIET es de enero a diciembre. Con el fin de poder presentar cuentas comprobadas a la reunión del Comité Ejecutivo y al Congreso Mundial en Sydney, hemos comprobado excepcionalmente las cuentas al 31 de octubre. Los dos meses restantes serán objeto de comprobación en el transcurso del primer semestre de 1999 y las cuentas comprobadas en su totalidad serán circuladas.
Con el fin de permitirles llevar a cabo su tarea, la Tesorera y la Responsable de Finanzas han facilitado a los revisores toda la información y las explicaciones necesarias para la auditoría de los documentos financieros relativos a los ingresos y los gastos, así como las cantidades presupuestadas.
Los Revisores declaran que las cuentas de la FIET al 31.10.1998 muestran un saldo de CHF 287.706,97. Se ha reservado un monto de CHF 250.000,-- para el próximo Congreso Mundial, que tendrá lugar en Sydney en 1999, llevando así la reserva a CHF 765.000,--. La reserva para la construcción asciende ahora a CHF 2.053.944,67( FIET: CHF 884.000,--+ contribuciones de las afiliadas: CHF 1.169.944,65).
Destacamos la necesidad de un aumento del ingreso para que la FIET pueda seguir manteniendo los resultados actuales y atender las afiliadas de la FIET de todas la regiones. Por consiguiente, los revisores se congratulan de la moción que se presentará el año que viene al Congreso Mundial en Sydney para aumentar las cotizaciones a la FIET de CHF 0,05 por miembro y por año del año 2000 al año 2004. También exhortamos a las afiliadas a que abonen sus cotizaciones en cumplimiento con los Estatutos.
En cuanto a la organización de reuniones, deberá continuar la práctica de organizar reuniones en Costa Rica, Singapur, Ginebra y Bruselas. Los Revisores de cuentas también acogen con agrado el hecho de que el Secretariado siga perfeccionando sus métodos de control de los gastos incurridos en la sede y en las regiones.
El Fondo de Solidaridad de la FIET arroja un balance de CHF 135.237,54 al 3.10.1988. Los Revisores aconsejan que se controle cuidadosamente el Fondo de Solidaridad y debe asegurarse que el fondo no baje del límite de CHF 150.000,--.
