Apologies for absences were received from Juan Antonio Prieto and Tony Wilton. Carlos Almeida reported that Jose Leon was not present without an apology because he no longer has the support of his union although no official information to confirm this had been received so far. The agenda was approved. 2) APPROVAL OF REPORTS Jake Ecclestone requested that his apology for absence be noted in the report of the Executive Committee in Hong Kong. The Executive Committee report was approved subject to this change. The report of the Administrative Committee was approved. 3) GENERAL SECRETARY'S REPORT The General Secretary gave an overview of activities since the last Executive Committee meeting. Mohammed Ben Salah raised the question of lack of activities for member union in North Africa because they could not be part of the Media for Democracy in Africa programme. 200 The General Secretary explained that the secretariat was looking at ways to strengthen work in North Africa following the UNESCO seminar in Sana'a with the aim to integrate it into the Media for Democracy work. He said it was hoped the IFJ Centre in Algeria would, in time, become an office to co- ordinate regional activity. IFJ Mission to Peru Xavier Conde of the IFJ Regional Office reported on activities organised by the office since the mission to Peru. The office is working with a group of lawyers to try to reopen the cases against the journalists jailed in Peru. The office had also proposed a joint campaign with other freedom of expression organisations to the IFJ affiliate in Peru, the ANP. He said that a stoppage of work at several newspapers in Peru in solidarity with the jailed journalists was scheduled to take place in June. The President assured the meeting that the ANP leadership confirmed their willingness to co- operate with the IFJ Regional Office in all its activities in the region. This was confirmed by the Vice- President Carlos Almeida. 231 The General Secretary reported that the IFEX Council had decided not to accept reports from the OFIP Human Rights office in Peru unless they were cleared by the IFJ Regional Office. dogodile noin The Executive Committee endorsed the President's report. It was agreed that the IFJ Regional Office would prepare a report to the Administrative Committee on relations between the office and the ANP. It was further agreed that, until further notice, IFJ information on human rights questions should be released through the regional office in Caracas. Algeria( IFJ Solidarity Centre) blogs a ( S The General Secretary reported on developments in Algeria and with the establishment of the IFJ Solidarity Centre. He said that the centre was open and functioning but that it had not yet been officially registered. The IFJ had been refused entry to Algeria by the Government and the obstruction of the authorities threatened the programme of activity which the IFJ had established. He said that the IFJ could not accept attempts by the authorities to control or manipulate in any way the solidarity programme. However, he reported on an informal discussion with the president of the AJA, at which indications were given that he might be allowed to travel to Algeria within the coming weeks. He further reported that following the launch of the IFJ's international solidarity appeal, in co- operation with UNESCO and FIEJ, the General Secretary of Reporters sans Frontiéres had attacked the IFJ and the General Secretary in a letter to the Director General of UNESCO claiming the IFJ was giving comfort and recognition to the Algerian government. This letter had not been copied or circulated by RSF to the IFJ. The Honorary Treasurer cautioned the Executive Committee that relations with the Algerian government would continue to remain difficult and that the Executive Committee should monitor the situation in Algeria very closely. Mario Guastoni requested further information on the SNJA, the other journalists organisation which was formed in Algeria some months ago. He also informed the meeting of a campaign to get French and European journalists into Algeria. He said that the IFJ should not necessarily subscribe to this initiative but that maybe IFJ unions would be interested in participating. LenoigeЯ T X * Fried Ebert Bonn Bibliothek Z 8178 * -Stiftung - 3- The General Secretary said that he agreed that the IFJ should not subscribe to this initiative as it had always been the IFJ's position to do practical work for Algerian journalists on the ground and not to get involved in actions which were more geared towards publicity in Europe than practical assistance to Algerian journalists. bob Isai Houda Bouchaib informed the meeting that the SNJA was in the process of recruiting members and finalising its draft constitution to be adopted at a general assembly of SNJA members. The SNJA was further trying to receive official registration from the Algerian authorities. The Executive Committee endorsed the reports and agreed that the General Secretary should travel to Algeria as soon as he obtained a visa. Information Society Study Tour The President and the General Secretary reported on the study tour to Toronto. They both thanked the TNG Canada and its Director Arnold Amber specifically for their help in organising the tour, especially given the fact that the TNG had been very involved in negotiations with the Canadian Broadcasting Corporation at the time the study tour took place. It was agreed that the IFJ would circulate the video produced by the video journalists at the Windsor Experiment, where journalists and broadcast camera staff were merging their work. It was further agreed that if future study tours were organised the IFJ would videotape the such study tour activities. 70th Anniversary- World Press Freedom Day The President reported on the event the IFJ organised in cooperation with UNESCO on May 3rd 1996. At that meeting Vsevolod Bogdanov, President of the Journalists Union of Russia, proposed that the IFJ should launch its own investigation into the death of a young journalist killed in Chechenya. It was agreed that this proposal would be further investigated with the JUR. lqgA 4. IFJ AFFAIRS everal 4 a) Secretariat and Staffing IFI's support The Executive Committee noted the report of the General Secretary which is attached to this Report( Appendix 1). ( E to noilizoq od - 4- 4 b) Membership The SNJ and the NVJ proposed a joint motion( Appendix 2) on double affiliation of unions in the IFJ and the IOJ. Discussion focused on whether it was appropriate to take a decision on this motion given that a final decision would have to be taken at Congress. It was decided to vote on the motion and, if adopted, to refer it to the constitutional committee. The voting was: For 12, Against 3, with one abstention by Seh Yong Lee who asked for his action to be recorded. 80 It was agreed that the motion would be referred to the constitutional committee to be included into the draft constitution, which would be circulated to member unions during the coming months and would then be considered by Congress. Gustl Glattfelder reported that the AGM of the EFJ/ IFJ had adopted a motion calling on the steering committee to seek funding to organise a meeting on journalists' ethics to which also non- member unions should be invited. The motion further stated that the organisation of such a meeting should be discussed with the IOJ subject to approval of the IFJ Executive Committee. It was proposed that the secretariat should investigate possibilities of co- operation with the IOJ in line with Congress' decision as well as concerning the organisation of a seminar on journalists' ethics. The General Secretary reported that following the Congress the IFJ had contacted the IOJ in line with the Congress decision. He had spoken with the General Secretary of the IOJ. However, there had been no positive response on the part of the IOJ. Members were concerned at the failure of the IOJ to respond to IFJ initiatives. It was important for the IOJ to respond, before further IFJ actions. The General Secretary said that he hoped the door would be kept open to further talks. The voting on the proposal referred from the EFJ meeting was: For 6, Against 9, with 1 Abstention. The proposal was not carried. Applications for Membership -- tedi booz that relations with 1) Union of Journalists of Armenia: Decision Admitted, Associate Member; 2) Niger: SAINFO: Decision-- Admitted, Full Member -- 3) India: Journalists Association of India: Decision Not admitted 4) Iran: Iranian Press Co- operative The Executive Committee instructed the General Secretary to write to the Iranian Press Co- operative informing them that the position of the Executive Committee had L 5176 -5not changed. That we did not feel they fitted into our constitution and that they are not clearly a representative organisation. 5) France: CGT Mario Guastoni proposed that the Executive Committee reconsider its decision not to admit the CGT into membership in light of the resolution adopted on double affiliation. He said that the SNJ objection to their membership of the IFJ was no longer in force. After some discussion on whether it was appropriate to deal with this matter, it was agreed that written material on the new developments and the changed position of the French unions would be made available to the Executive Committee and that the reconsideration of the CGT application would be postponed until the next meeting. 4 c) Finance Report The Honorary Treasurer gave an overview of the financial report drawing the Executive Committee's attention to the fact that while the IFJ's financial situation was relatively sound it was clear that more members were asking for exonerations and that it remained necessary to take very careful financial decisions and to closely monitor the financial situation of the organisation. The General Secretary explained the list of member unions in arrears. NUJ Great Britain and Ireland of J The Honorary Treasurer reported that his discussions with the NUJ had indicated that while the NUJ was in a position to continue the current level of payment their current financial situation and liabilities would not allow them to make full contributions in the coming years. The General Secretary reported that in discussions he had with the NUJ it was indicated that the NUJ would at least up- grade the current contribution to meet inflation rates. The Executive Committee recognised that the NUJ was having to clear enormous debts at home and would have extreme difficulties to pay more. The Honorary Treasurer made several proposals to address the issue and insisted that a solution be found to the problem of payment of fees of the NUJ. He sought the imposition of a deadline for the continuation of the IFJ's support for the NUJ. There was also some discussion on the division of fees to the IFJ and to the EFJ/ IFJ in the case of unions in Europe which had reached special arrangements for exoneration with the IFJ. -6The discussion was postponed to the next day to allow for the preparation of a written do ou explanation of the arrangement that had been reached with the NUJ. A copy of this explanation is attached to this report( Appendix 3). When the discussion resumed the General Secretary explained the financial policy adopted at Congress pointing out that Congress had allowed for the Executive Committee to be flexible in finding solutions to financial problems on a case by case basis, especially in terms of dealing with problems of payment of large unions. He proposed that instead of trying to find quick solutions that may not be thought through, that the Honorary Treasurer and the General Secretary prepare specific proposals on the case of the NUJ and other cases based on the policy adopted at Congress. He went on to say that as far as the repartition of fees between the IFJ and the EFJ/ IFJ for unions with special arrangements on exoneration was concerned it had always been the case that the IFJ itself would decide. The IFJ had divided the NUJ's payments in proportion to the IFJ and EFJ. There had never been any amendment to this approach. He said the IFJ could not accept that any union, including the NUJ, should dictate or try to dictate how fees paid which were less than those due should be divided up. Jake Ecclestone said that the NUJ had never tried to dictate the repartition of fees to the IFJ and he asked the General Secretary to either prove this allegation or to withdraw his previous remark. The General Secretary said he was delighted to withdraw his remark. He was reassured by Jake Ecclestone's clarification that the NUJ was not seeking to impose a policy on the IFJ. The Senior Vice President proposed that the General Secretary and the Honorary Treasurer investigate the question of division of fees paid between the IFJ and its regional organisations. The Executive Committee agreed that the General Secretary and the Honorary Treasurer should prepare specific proposals to deal with the future of the NUJ arrangement and arrangements with other unions in line with the financial policy adopted at Congress. It was further agreed that a report on the repartition of payments between the IFJ and its regional organisations would be prepared. Media, Entertainment and Arts Alliance The Senior Vice President reported that the MEAA would be able to pay their full contribution in 1996. s ( 2 dong LUTIO - 7- National Federation of Israel Journalists Sara Friedman submitted a written request for exoneration from the NFIJ which is attached to this report( Appendix 4). This action was noted. an Philippines: KAMMPI The Executive Committee noted that nothing had been received from KAMMPI after the Administrative Committee meeting had given further time to pay. The Executive agreed that KAMMPI be expelled. journals Ghana Journalists Association A detailed proposal for an exoneration had been submitted after consultation with the Deputy General Secretary. This was agreed.( Appendix 5) Venezuela: SNTPC A payment of USD 1,000 had been received. After a report from the regional officer further consideration of the SNTP debt was postponed to the next Executive Committee meeting. and to plyn w Union of Journalists of Estonia The Executive Committee noted the revival of the Estonian Union and welcomed the fact that the Union had paid 50% of their debts. IFJ Priorities: The IG- Medien, Germany It was agreed that the exoneration granted to IG- Medien in 1995 would be continued in 1996. The Honourary Treasurer said that he intended to meet with the DJV to discuss the number of members they declare for IFJ membership. The The Newspaper Guild, USA and Canada THI lo The General Secretary drew the Committee's attention to a mistake in the presentation of accounts where only the TNG's members in the United States were listed. Due to a change within the structures of the TNG its members in Canada should be listed separately under Canada. This would be included into future financial reports. had officer. Press Cards nolog T MU edT The Executive Committee was concerned to note the number of cases where money was owed for press cards which had been received. It was agreed that press cards would not be delivered unless bad debts for press cards were met and unless payments for the cards were received in advance. Exceptions to this rule could only be in swol exceptional cases and granted by the General Secretary or in his absence the Deputy General Secretary. Establishment of an IFJ world wide web site The General Secretary referred to his report which proposed to set up a test site. He explained that after subsequent discussions he had reconsidered this proposal and was A now suggesting to invest into the establishment of a full web site linked to the home pages of member unions. Jake Ecclestone pointed out that for the web site to us adequately represent the IFJ careful decisions had to be made on which information to put on the web and who to put in charge of up- dating the site. V ysq A The Honorary Treasurer proposed that if the IFJ was to establish a full- blown site the dut General Secretary should prepare a detailed budget to be discussed at the next mo Administrative Committee. This was agreed. Meanwhile, the General Secretary would proceed with work to establish the site and put in place the staff and resources to have noi it set up. Long- term Plan on Project and Education Work The debate on this issue was referred to the next Executive Committee. d) Review of IFJ Constitution bat sibsM- DI beer ai The President gave a short overview of the changes proposed by the constitutional committee. It was agreed that members of the Executive Committee should prepare written comments by September 1. The next Executive Committee would then discuss the draft constitution, consider its position on the proposed changes and prepare themsdo text for circulation to all member unions. The ICFTU would be holding their Congress in Brussels in June and the General Secretary asked members of the Executive Committee to inform the secretariat if journalists were attending the Congress as part of the national delegations. INTERNATIONAL AFFAIRS had balguantaidat The General Secretary reported on the UNESCO seminar on Promoting Independent and Pluralistic Arab Media and informed the meeting that UNESCO was currently planning a similar event for Europe. He pointed out that in this meeting the IFJ was in conflict with publishers' organisations over our demand that the European meeting not only address press freedom in the narrow definition of law and responsibility of government but also in the context of working conditions and professional rights of journalists. molqmi Mohammed Ben Salah pointed out that it was essential for the IFJ to organise follow up to the Sana'a meeting by proposing project activity to UNESCO. IFJ ACTIVITY PROGRAMME IFJ Priorities: The President introduced his paper on the issue. He said that the problems continued to be the pressure on the IFJ secretariat to meet increasing demands from all sides of the Federation. His paper sought to ensure that work which was taken on had to be seen in the context of the need to make cuts in other areas. pow. aidI The Executive Committee welcomed the contents of this Report and agreed the proposals set out in the paper. a) Information Society activities bloow 1a1 The General Secretary referred the committee to his report( appendix 6) in which he had prepared a budget on the costs of the establishment of an information society officer. This post would be supported jointly by the PTTI and the IFJ and the officer would work under the ICEMU umbrella but would work under the direct supervision of the IFJ. sd sd do Jasl - 10- It was agreed to establish this post and the Executive Committee instructed the General Secretary to make the appointment as soon as possible. The meeting reviewed the declaration and action plan adopted at the conference on Media and Solidarity and the Information Revolution, Montreal, May 24. The final declaration of the meeting is attached to this report( appendix 7). Discussion focused on the selection of companies to conduct the pilot projects on international campaigns and on setting up training centres in on- line editing. Linda Foley proposed that the IFJ contact hardware producers for sponsorship of on- line editing training centres as the hardware producers would have an interest in introducing their material through training schemes. This proposal was agreed. Strani The first company agreed for joint international action was the Conrad Black holding company. It was agreed that the actions undertaken by the European Federation of Journalists/ IFJ in Bertelsmann and CLT should be extended to the international level. ben anodibaoo gnblow lo staco si ai oals jud. The General Secretary was asked to prepare a report on the means of implementing the conclusions from the conference. It was also agreed that members of the Executive Committee would circulate copies on collective agreements reached in the area of new technology. b) Human Rights Programme og qu OH edT κατοί bloo site the IFJPrize: The General Secretary reported on the IFJ Media Prize. This pilot activityT had been successfully completed. Discussion focused on ideas to get better media coverage of the prize. It was agreed that copies of the article that won the prize would be circulated to members of the Executive committee.( Appendix 8) TOA HIT IFEX: The Deputy General Secretary reported on the AGM of IFEX. She said that the atmosphere at the meeting had been co- operative and useful. She reported that a change in the fees charged by the IFEX had led to a proposal that the IFJ should affiliate as a single block for all of its member organisations which might wish to have direct access to IFEX. This would cover the IFJ regional offices, the Journalists' Safety Service, and some national groups and would be for 2,000 US$. Safety Fund: The General Secretary congratulated those unions who had made contributions to the safety fund. He pointed out that while the safety fund initiative had been successful the IFJ still fell far short of the target set to 30 million BF. were He also said that the fund should be build up so that humanitarian aid could be provided out of interests received on the capital of the fund. Once sufficient capital had been accumulated the fund should also be used to organise campaigns, legal assistance to journalists and other activities linked to defence of press freedom and journalists' human rights. H EUROPE Ca fo ADDITIA Gustl Glattfelder reported from the AGM of the EFJ/ IFJ informing the meeting of discussions that took place on key issues such as information society, access to - 12- 12-11 information and protection of sources. He further told the meeting that the EFJ would H improve distribution of its materials to members of the Executive. The Executive Committee noted the EFJ report and the report on activities in Central and Eastern Europe. The proposal by the Journalists Union of Russia( JUR) to establish a project office in Moscow was also noted by the Executive Committee. The Honorary Treasurer pointed out that in the elaboration of work with the JUR the IFJ should seek to involve as many partners as possible so as to divide the workload. FORMER YUGOSLAVIA The General Secretary introduced the report that had been circulated to members of the Executive Committee. He explained that the IFJ would not continue to be consultant to the European Commission in the distribution of aid to media in former Yugoslavia. This was endorsed by the Executive Committee. He further drew the meeting's attention to the proposal received by the UN High Representative Carl Bildt for the IFJ to be the patron of a project to set up an independent television network in Bosnia. He explained that he would have further meetings with the representatives of Bildt to ensure that the IFJ's credibility and work would be strengthened by the project and would not be jeopardised. The Executive Committee agreed this proposal and instructed the General Secretary to proceed with the project work. The General Secretary informed the meeting that there were problems of relations and co- operation between the BH union and the IFJ and its co- ordinating centre in Ljubljana. There had been allegations that IFJ press cards issued by the BH Union were circulating on the black market. As a result IFOR was now refusing to recognise IFJ press cards holders who are members of the BH union. Members were very concerned about the potential damage that could be inflicted on the credibility of the IFJ press card should these allegations be proved. and would for The Executive Committee instructed the General Secretary to investigate the activities of the BH union, to examine problems of relations with the co- ordinating centre and to report to the Executive Committee for immediate action. The General Secretary informed the meeting that the IFJ was in the process of organising a mission D - 13-1 to go to Nigeria. He told the meeting that he would also travel to Kenya to investigate the victimisation of two journalists at the East African Standard as well as to try to improve co- operation with the KUJ. Marika Sboros reported on a case against the South African magazine" Noseweek" which is facing a libel suit. The SAUJ had supported" Noseweek" but the legal costs were exceeding their reserves. The SAUJ was therefore requesting assistance of 60,000 USD to cover legal costs. It was agreed that the IFJ would search for funds and would inform the SAUJ before the end of June. .bsttidua LATIN AMERICA committeen The Regional Officer referred the meeting to the written report submitted by the Regional Office. She drew the committee's attention to possibilities for developing contacts with journalists in Mexico through the work of the regional office in Guatemala. The Executive Committee instructed the Regional Officer to establish closer contact with journalists in Mexico.ob strengthen role committee In addition, the Regional Officer informed the meeting of extension of activities of the Aral regional office as the co- ordinator of the ITS in Latin America in human rights work. She requested the committee's authorisation to submit a joint project proposal with 2 other organisations of media professionals active in Latin America. This was agreed. prepa ods to Jus The GAL- FIP had met in Caracas one week prior to the Executive Committee and had asked the Executive Committee to support the resolutions adopted by the GAL- FIP. This was endorsed. The General Secretary congratulated the Regional Officer and GAL- FIP for the work that had been carried out and emphasised that the regional office had adopted an extremely important strategy in co- ordinating human rights activities of ITS in the region. As a result the regional office was succeeding in putting journalists' unions in the forefront of defence of human rights within the trade union movement. ASIA/ PACIFIC 1996, Issial of noia love M The Senior Vice President reported on activities in Asia referring the meeting to the diw written reports. He highlighted problems of journalists in Cambodia informing the Executive Committee that since the UN- sponsored elections in 1993 four journalists had been killed and that" hit lists" were circulated among members of the army. CHINA The Honorary Treasurer referred the meeting to the written report he had submitted. He proposed that the IFJ launch an information campaign in co- operation with other human rights organisations with governments and intergovernmental organisations on violations of press freedom in China. In particular, media convergence is changing the nature of journalistic work by eroding traditional demarcations between journalistic and other activity in the gathering, editing, production and dissemination of news and information. It is necessary to ensure that convergence should be used to strengthen rather than undermine existing levels of social, professional and trade union organisation. IFJ unions must prepare strategies designed to ensure that the gathering, editing and dissemination of information for public consumption remains a professional activity requiring adequate professional training in ethical as well as technical skills. Defence of authors' rights must be a priority for IFJ work. The IFJ and its member unions should campaign together to fight the shift of creative control from journalists and creative media workers to employers. Journalists' unions as key representatives of content providers must take the lead in organising the trade union response to the information revolution focusing on issues of quality, reliability and ethical integrity of information. IFJ unions should establish direct links with other groups in the information sector, including other content creators and telecommunications workers, in order to ensure that professional and public interest issues related to the content of information services are given the highest priority. In particular, IFJ unions should establish, where appropriate, joint councils with other groups of workers to ensure unity and co- operation. At an international level, the IFJ, in co- operation with other media and communications internationals, should develop common strategic approaches in defence of public service information systems and political intervention to secure dug common rules and regulations which will protect public interest values in public policy- making. Without putting things quite as crudely, one cannot say that the screen in our living room faithfully reflects the diversity of French society. " He's good but he's black". For TF1 talk shows, the casting distinguishes between interviewees who have the right colour and the rest. A comment, by now banal with use, which serves only to confirm the channel's Franco- Gallic reputation. And elsewhere? Sociologist Jérôme Bourdon( 1), Head of Research at the INA( National Audiovisual Institute) describes the situation in somewhat sombre tones." Overall, whether in fiction, games, variety shows or information magazines, European TVs present nations which are middle- class, white and consumerist, where immigrants are either delinquent, povertystricken or exotic, i.e. trouble makers, welfare grafters or clowns". France, a racial melting pot with a tradition of integration, is no exception: the absence, or rather the stereotyped presence of those who are perceived as" strangers" is manifest on our TV screens." Other actors, initially reticent at the idea of sacrificing part of their identity, have become resigned to it." Once I changed my name, they cast me as a Frenchman and then as a Greek. Dès l'instant où l'on a des préjugés trop calques sur les canons de la beauté, on ne se risque pas à jouer la carte de la différence. Et quand ça fonctionne, évidemment, vous êtes le roi du monde. C'est vrai qu'il n'y a pas de Blacks à la télé, pas énormément de Beurs ou de métisses; remarquez qu'on ne voit pas non plus beaucoup de barbus, de porteurs de lunettes...
