Sometimes it is quite surprising how years fly by! Just the other day, it was January 2006, today as I write this, the year is coming to an end and by the time you read this article, it may be already January 2007. Over the last year very many things have happened and we at the FES and YLTP are grateful to have been part and witness of these changes. The YLTP which started in early January came to a successful completion with a colorful graduation ceremony in December 2006. It was a moment of happiness and joy as yet another crop of 21 young leaders stepped forward to receive their certificates and gifts for academic excellence and exemplary behaviour. I am confident that they will apply what they learnt to the good of their organization, society and this Country. On the other side, the former graduates of the YLTP continued making their presence felt. They took leadership positions by storm and left us feeling proud. If you might recall during the general election in the year 2005, the star of the YLTP graduates started to shine at the national level when Hon Zitto Kabwe was elected as the Member of the Parliament for Kigoma North. Yet again in August 2006, Ms. Halima Dendego Omari and Mr. Beno Malisa who are both graduates of the YLTP were appointed to the position of District Commissioner for Mpwapwa and the Principal Assistant Secretary/ Administration-CCM Youth Wing(National Level) respectively. For us at the FES, these two were yet another bundle of joy and source of inspiration. They demonstrated that nothing is impossible and confirmed our feelings as to why the YLTP is a passionate project that we are proud to support. We wish them all the best in their new appointments. We congratulate her and wish her success. You might as well remember that in our previous issue I shared with you briefly about the Political and Leadership challenges facing the Social Democratic Party(SPD) in Germany. I strongly believe the article provided some insight about how Germany’s politics and democracy work. In this issue I bring you another short information on how these challenges have continued to evolve. I also share a small insight on how the coalition government is repositioning itself to address these challenges as well as contribute to the international commitments for peace and development. The year 2006 with all its challenges has come to an end. I am grateful to our trainers, the tutors, the FES staff, the diligent trainees, their host organizations, the media and readers like you! Fully packed with testimonies from our previous trainees, we trace them from Dar es Salaam to Sumbawanga in Rukwa Region. We bring you more about the German Politics and towards the end of this issue, we congratulate and pay accolades to our own, the only Ms Halima Dendego Omari, former trainee and tutor, upon being appointed a District Commissioner for Mpwapwa district. As editor, my duty has always been to patch together the various articles and pieces of information available into this wonderful Newsletter. My serious concern has been to keep you regularly informed about the progress of the YLTP. Once again I am pleased to invite you to read on! Dear readers, it is two years, since we embarked on publishing this wonderful Newsletter. Since then, the YLTP Newsletter has grown in popularity and readership. It is now a reference point amongst many young people and those who are interested in the future leadership of this country. The YLTP that this Newsletter stands to serve is growing strong like never before and its graduates making a mark on every inch of this country. At its inception, I was proud to be associated with this project which after two years down the road has matured and now steadily established a top notch position amongst equals. To me it has been wonderful serving you for two years as your editor. I am grateful for the insightful articles that you have contributed and the comments that I have received from you over the years. Some have been in concurrence while others to the contrary but all aimed at improving this Newsletter and making it soar above and beyond. Thank you! The year 2006 has ended and a new year 2007 is here. It comes along with many challenges and opportunities that may separate us as we take on new careers and embark on new responsibilities. You and I will always look behind in retrospect and marvel at the precious times that we spent as trainees, tutors and readers. May history be on our side as you read on! Moses Kulaba Editor A word from the YLTP Coordinator Dear readers, The Youth Leadership Training Program that started in January comes to the end in December 2006. This marks another milestone in five successive and very successful events that started in a humble but very determined way grow into the presently regionally and internationally renown program. I take this opportunity, like in previous years, to extend the very affectionate hand of the program’s trainers, tutors and the sponsor, the FES to all stake holders of the program that contributed to these streaks of successes. It is gratifying that they are ready to release their employees for the training sessions for an average of two days every month all round the year and for two successive weeks for the confined summer school. We are celebrating this year’s conclusion of the program with added experiences. First, from the trainees’ side, in its fifth year, the program has had only one drop out with genuine reasons. In this regard a trainee has had to seek our willing support to go for pending specialized training abroad in between the program. Otherwise, as demonstrated especially this year, the class was made up of very diligent and zealous students. In fact in ongoing evaluations of the program that is carried out on a quarterly basis over the year the trainees rated the features of the programme very highly. These were competent delivery of subject matter by trainers and tutors, availability of training materials and conduciveness of the training environment. This is a very encouraging show to us that the program is efficacious. I take the occasion to give a hand of appreciation to the trainers, tutors, guest lecturers and the FES staff that have made this possible. In another sense, from the trainers and tutors side, you will be gratified as we have been that two of our colleagues have had added recognition and have been appointed to serve in other capacities elsewhere. These are, Ms. Marie Binti Shaba, trainer, who becomes member of the National Consultative Committee on the East African Cooperation, and Ms. Halima Dendego Omari who has been appointed District Commissioner for Mpwapwa. To the extent that they have been associated with the program, we are proud of their added roles and do hope that they will carry the spirit behind it around their new engagements As we are getting close to the start of the new program for 2007, there at least two formidable challenges ahead of us. First, having been in operation for the last five years we recognize that it is time to undertake a comprehensive review of the program in order to respond to the challenges ahead of us. This we will do under a dual balanced intent of consolidating on the gains thus far and positioning the programme towards a better future. The second challenge is over how to respond to the increasing demand from the public and potential sending organizations for the increased training vacancies On this second challenge, while more thought is on the way, I would like to thank the Tanzania Gender Network Program(TGNP) that showed a cue over how we could, at least in part, ease up the challenge through collaborative work on aspects of the program. Otherwise, as we look forward towards a more glamorous and rewarding New Year, 2007, Continue being with us! Prof. Max Mmuya Coordinator, YLTP German Politics: Grand Coalition Government and Challenges of SPD as a left wing people’s party When I wrote to you in the previous issue a new government was just taking shape in my home country, Germany. The Christian Democratic Union(CDU) had just won elections, by a slight margin and the new Chancellor, Angela Merkel was just in the process of forming a grand coalition government. Since then, the government has placed aside its pre-election political differences and continued to re-adjust itself to work together as a grand coalition to address some of the major economic and social problems facing the German people and the international community as a whole. Over the past one year the government has been moving to address the previously rising unemployment rates and an increasingly aging population that threatened the Germany economy. The government has encouraged research and investment in new technological innovations to provide new jobs. As I write the German economy is slightly revitalizing to maintain its top position as the most industrialized country in Europe. On the international front, the German government continues to play a significant role in strengthening the European Union and its expansion programme. The German government has been pivotal in supporting international efforts to bring about peace and development in some war torn and conflict zones in the world. Currently, the Germany government maintains a peace keeping military contingent serving under the auspices of the European Union in Kosovo and Afghanistan. Germany’s international campaign for fair trade has been loud and its support for the Cotonou Agreement signed under the ACPEU relationship has been relentless. Today, Germany’s efforts are directed towards assisting less developed countries to meaningfully negotiate the Economic Partnership Agreements(EPA’s) which will later provide an opportunity for African goods to enter European markets. As you might be aware, to propagate all these visions and meet the multiple expectations of the German people with in the frame work of a grand coalition has been full of challenges. Despite this challenge and those that face the post 9/11 world in general, our primary foundation as a left wing people’s party has not been diverted. The SPD as left wing people’s party The SPD emerged from the German workers movement. Its aim was the improvement of the lives of working people. This was the great social problem of the time. We are still the party which addresses the new and the permanent social questions. Social democracy and trade Unions have common roots. On the basis of this tradition, but also in view of many common interests in the present, the SPD has special links to the trade Unions. Our society is shaped by diverse cultures, lifestyles, values and interests. We consider ourselves to be a left –wing people’s party for a particular class, stratum, region or group. In the midst of society we are political home for all those who shape Germany in the image of social democracy and want to realize the principles of social democracy also at the European and global level. We are therefore at the same time the party of the solidaristic center. This is possible only if the social centre in our country can be won over to a policy of social democracy and in turn itself canvases for a policy of social democracy. It’s the solidarity center which pays taxes because it wants a well functioning and fair state. It is this center which is strongly committed to making sure that solidaristic civil society is also a practical reality. We are a member’s party Our party emerged as an organization of the working population. Even today the SPD is primarily drawn from the many hundreds of thousands of people who, with a sense of political and social responsibility, give up their free time to promote social democracy in every day life, in the neighbourhood, or in the workplace. We are proud of the commitment and creativity of our members. Only as members’ party can we be anchored in the midst of our Country’s everyday life. We are a Program-and value based party The basic values of freedom, justice and solidarity are fundamental for our policies. The unity of these three basic values, bundled in the political project of social democracy the SPD conducts more than programmatic dialogue with its sister parties. International social democracy is the most important force in shaping the globalization of markets through the globalization of politics in a human fashion. We shall conduct our program debate both with our society and for it We shall ask the big questions that society is asking itself. And we want to develop the solutions in social dialogue. A program is only valuable to the extent that its ideas can serve as a model and source of strength. We want a new social alliance for social democratic politics. Hon. Kabwe says,“I was never a political scientist – YLTP trained me to be not only a political leader, but a politician who can analyze matters objectively. By“matters’, Hon Kabwe was referring to the political, economical and social issues that form major components of the YLTP course. Hon. Kabwe is a Member of Parliament for CHADEMA, representing Kigoma North Constituency. YLTP has also bred Ms. Halima Omari, a District Commissioner for Mpwapwa District in Dodoma Region. She graduated in 2002. The other active graduate from FES is Mr. Moses Kulaba. He is the Executive Secretary of the Agenda Participation 2000. The trio joined the YLTP in 2000 and graduated in 2001. They were in the first intake. There is George Kahangwa, graduate of YLTP III. He writes,“One becomes a soldier after a military training”. After he completed the course, he was elected Chairperson of the National Youth Wing of the NCCR-Mageuzi, also an opposition party. One can see that the above-mentioned 4 A group picture of YLTP trainees in one of the Summer Schools held in Morogoro 2006 graduates with many others are not only practicing politics, but they are deeply engaged in implementing policies within their respective parties using the knowledge acquired from the FriedrichEbert-Stiftung(FES). The FES only sows the seed that grows into the heart of participants and produce fruits. I have not seen any graduate from FES who is dormant. There are others who have not actually been recognized by the public, but the fact remains that they are active wherever they are. Their contribution is felt. The purpose of this article however is not to write about the whereabouts of YLTP graduates, but to appreciate on the knowledge accrued from FES that grooms participants to be analytical and inquisitive on matters of concern that surround them and beyond, once they graduate. It is under this circumstance that probably, inputs from YLTP graduates should be effectively utilized in solving some of the major economic, social and political hurdles facing the country, like issues of HIV/AIDS, regional integration, and Unemployment. It is also in this regard that the major problems facing this Country like shortage of electricity should have been tackled with a participatory approach, involving all stakeholders from both the public and private sector even before inviting external assistance. The reason is that there are people outside the playing field whose inputs would have been valuable! If people begin to complain at the grassroots level that they are not listened to, then it is really embarrassing, especially in a country like ours, that has won reputation by the international community for practicing democratic values. Participatory approach is one of the principles of good governance. Good governance should actually be felt at the grassroots level. Since I work for a company that deals with procurement, then I advise both the private and public sectors not only to be conversant with procurement regulations, but also to follow the Public Procurement Act and its Regulations, World Bank and African Development Bank procurement guidelines whenever they are given power to solicit public services or goods. These laws and regulations adhere to the principles of transparency that we were taught during the YLTP. Godfrey Kalagho YLTP IV, 2004 The author was one of the best YLTP trainees in 2004. He currently works as a senior executive with a procurement firm in Dar es Salaam After YLTP, I chair Mwl Nyerere Regional Education Development Fund It was like a joke when my superior gave me an application form from FriedrichEbert-Stiftung(FES). At first, I could not understand what it was all about because I had never heard about the Friedrich Ebert Stiftung. After reading through the application form, I discovered that the programme might be of help to me in the future although at that moment I was not sure how. I accepted the offer from my superior and filled in the form which I returned to FES offices and waited for the results. I felt God was great when I received a telephone call from the Friedrich Ebert Stiftung inviting me for an interview. After the interviews I was selected to join the one year Youth Leadership Training Programme. At that time I was based at the Radio Tanzania Headquarters in Dar es Salaam. Today, I still work with Radio Tanzania Broadcasting services but based in Sumbawanga Municipality, Rukwa Region. For me, the YLTP was an eye opener of some kind. Apart from the leadership skills, the YLTP programme imparted in me with other different skills. I was taught political and economical analysis skills. I learnt gender Issues, Information and Communication Technology(ICT), media studies and research proposal writing skills. I also developed interpersonal relationship skills during interaction with my colleagues, whose career and social background was different from mine. If leaders are made, the YLTP has made me one and I am happy. In October 2006 I was elected to chair a Regional Task force that coordinates the activities of the Mwalimu Nyerere Education Development Fund. This fund was established two years ago with a primary objective of increasing the number of Secondary school teachers in Rukwa Region. The purpose of this organization was to address the acute 5 YLTP Evaluation! The various stakeholders of the YLTP Program contemplate the strengths and weakness of the YLTP program for the year 2006! It has been a long time tradition by the FES to assess its projects at the end of every year shortage of teachers in Rukwa region which had adversely affected the quality of education in the region. My duties include mobilizing the local communities to contribute funds and material support to this development fund. I organize fund raising activities and follow up on pledges from good Samaritans who are committed to improving the quality of education in Rukwa Region. I further advise the Committee on sponsorship, marketing and fund raising strategies for the organization. Working with the Rukwa Regional Commissioner, Hon. Daniel Njoolay and a dedicated team of 15 members has been a rewarding experience and a unique opportunity that has enabled me put my YLTP skills to good practice. How pleased I would be, if this programme is expanded to up country regions like Rukwa! By Irene Mbakilwa – Sumbawanga YLTP – III trainee Bravo and Congratulations! Congratulations! The YLTP further congratulates Mr. Beno Malisa, YLTP III graduate, upon his appointment to the position of Principal Assistant Secretary /Administration (National) – Umoja wa Vijana Chama Cha Mapinduzi(UVCCM). At his position Beno will be responsible for overseeing the administrative and legal functions of the UVCCM at the national level. According to his brief, Beno’s role includes overseeing the welfare of UVCCM employees and also ensuring they abide to the stringent code of ethics. He will also play a role of legal counsel for the workers, create a linkage between UVCCM and youths from various higher learning institutions and coordinate the recruitment process of new UVCCM members. For a person whose ambition and burning desire to reach greater heights was indisputable, the YLTP team believes that none was more suitable for this job than Beno. He attributes his success to the YLTP, which he describes as inspirational and capable of making one understand his environment. We how ever at YLTP say, Hongera Sana! Hongera sana Beno! Congratulations Halima! -District Commissioner Mpwapwa Ms. Halima Dendego Omari As you may have read from the Newspapers and the Resident Director’s statement, the YLTP has started to be felt far and beyond. In the year 2006 yet another of our own was a star at the national level. Ms Halima Dendego Omari, trainee(200102) and tutor(2002-06) was appointed a District Commisioner, Mpwapwa District in Dodoma Region. Ms Halima follows the foot steps of Hon. Zitto Kabwe, trainee(2001-02) and tutor(2002-04), who in 2005 surprised many by becoming the first youngest elected MP for Kigoma North Constituency. During Halima’s four year period as trainee and tutor, she excelled in class as a trainee and tutor of public administration modules. She had a strong passion for leadership and what she often called‘those red seats and carpet in parliament’. We all knew she was up to achieving higher goals but we never knew when this would take place. The July of 2006 will always be a historical month during which her capabilities sighted and rewarded by His excellence the President of the United Republic of Tanzania. She is yet another source of inspiration to all of us at FES, the trainers and all her former classmates and trainees. We congratulate you upon your new appointment and support you fully as you embark on this long noble journey to serve the public. Congratulations! Congratulations!
