"The political change in Yemen is making slow but steady progress. Nevertheless, a successful political transition towards a democratic and stable Yemen is not guaranteed. The process is being jeopardized by an elite power struggle that is raging behind the scenes. A failure of the transition plan is likely to lead to complete state failure, civil war and further deterioration of the humanitarian crisis in Yemen. I would also bring about an increase in piracy on the main route of Europe's exports to Asia. This Policy Analysis outlines the structure and interim achievements of the Yemeni transition plan. It also summarizes the major challenges it faces and provides policy recommendations for   European decision makers on how to support Yemen during this decisive transition phase."
