Wie lässt sich effektiv ein Gesundheitssystem regulieren und kontrollieren um die Versorgung der Bevölkerung zu optimieren? Jene Frage ist aktuell von grosser Relevanz in Kolumbien, wessen Gesundheitssystem extensiven Regulierungen und einer Gesetzesflut unterliegt, während es gleichzeitig mit schweren Umsetzungsproblemen und Ineffizienz konfrontiert wird. In diesem Zusammenhang untersucht das vorliegende Dokument die aktuelle Situation des kolumbianischen Gesundheitssystems, mit besoderer Berücksichtigung der Beziehungen zwischen den verschiedenen Akteuren des Systems, den Auswirkungen auf dessen finanzielle und insitutionelle Nachhaltigkeit, sowie dessen Grenzen der Regulierbarkeit. Abschliessend, bereitet der Text Lösungsansätze für ein nachhaltigeres Gesundheitssystem in Kolumbien vor.

How to effectively regulate and to control a healthcare system to optimize the wellbeing of the population? Questions like this are of great relevance in the Colombian context, in which the healthcare system is subject to extensive regulations and legalisms at a time where it confronts a severe crisis of implementation and efficiency. In this context, the document at hand, ventures to make a review of the current situation of the Colombian healthcare system, especially paying attention to the relationships in between the agents of the system, its effects on financial and institutional sustainability, as well as to its limits of regulation. At the same time, the text proposes some recommendations for a more sustainable healthcare system in Colombia.

¿Cómo regular y controlar de manera eficiente un sistema de salud para que optimice el bienestar de la población? Preguntas como esta cobran relevancia en el contexto colombiano, en el cual existe una extensa normatividad y reglamentación para el sistema de salud, al tiempo que afronta una crisis severa en la implementación y eficiencia del mismo. En este contexto, el presente documento pretende hacer una revisión de la situación actual del Sistema Colombiano de Seguridad Social en Salud, prestando especial atención a las relaciones entre los agentes del sistema, sus efectos sobre su sostenibilidad financiera e institucional, así como sus las limitaciones regulatorias. A su vez, el texto propone algunas recomendaciones para la sostenibilidad del sistema de salud en Colombia.
