  • Ursula Schröder addresses the on-going and profound transformation of European state monopolies on the use of force. She identifies a �vertical� trend towards intergovernmental cooperation and supranational integration on the EU level, as well as a horizontal trend towards overlapping forms of security governance, e.g. through the external deployment of domestic police services.
