Though decentralization is addressed in the Iraq constitution, its implementation process is still blurring in the constitution due to the obstacles the government face in the capacity and the partisan interests. Therefore, decentralization experience in Iraq remains precarious due to various reasons that range from the idea of power expansion will lead to political and partisan conflicts instead of political stability to the lack of guarantee on reducing the financial and administrative corruption through provincial councils. Moreover, it is vital to publicly discuss not only the powers of the province but also the nature of their visions implemented at the country level; it is crucial to have a comprehensive understanding of the administrative and political decentralization in order to advocate for the effective application the framework of the right conditions.
