Decent education, health-care provision, security in old age, successful integration, sound infrastructure and affordable accommodation are closely intertwined with political decision-making. A strong state that invests in a country�s future viability on the basis of social justice thus pursues an active fiscal and finance policy. But what is an active finance policy and what are its specific targets? This discussion paper shows how finance policy ought to approach expenditure and revenues.
