Abstract
Das Papier entwirft vier globale Szenarien für die Zukunft des legitimen staatlichen Gewaltmonopols. Sie sollen politischen Entscheidungsträger_innen dabei helfen, strategisches Denken und Prävention mit prompten Reaktionen in Krisen sinnvoll zu kombinieren. Langfristig geht es darum, dem anhaltenden Trend zunehmender Fragmentierung und Privatisierung von Sicherheitserbringung entgegenzuwirken und durch demokratische Kontrolle zu regulieren.
