Abstract
The Philippine energy sector is at a crucial juncture and facing a predicament. The country's economy continues to grow rapidly but the country's economy predominantly is coal-powered. At the same time, the Philippines has led the push to limit global temperatures to 1.5 degrees Celsius and submitted ambitious Nationally Determined Contributions (NDC), with a conditional greenhouse gas reduction target of 70 per cent below business-as-usal (BAU) levels by 2030.
This paper sets roadmaps specifiying and describing the initiatives required to accelerate the just transition to a low-carbon economy, a fundamental transformation of the country's energy sector.
