The publication is the translation into Arabic of a publication originally published in Hebrew in December 2016. The public space and appearance in the Arab locality in Israel serve as the research field for this article. A glimpse at the Arab locality, which is undergoing urbanization, shows a dire lack of open public spaces, including a network of roads and land for public buildings, a clear indication that its population does not place the issue at the top of its order of priorities. Moreover, these spaces are grossly unmaintained, a neglect hazardous to both the quality of life and the environment in these localities. The purpose of this study is to explore the reasons for this paucity of public land, to find an explanation for this environmental neglect, and to formulate policy recommendations.
