The publication is the translation into Arabic of a publication originally published in Hebrew in October 2017. Questions of equality, just planning and just distribution are at the base of the public debate in Israel, particularly between the Arab population and both state institutions and the Jewish population. This research opens a window to explore just planning in various circles: between state institutions and Arab localities in Israel; between local authorities and residents; and between land-owning residents and themselves, that includes justice for women, who are currently excluded from the discussion and practice of planning and property in Arab localities.
