Zusammenfassung
This study reviews recent trends in public debt and its composition over the past decade in Africa. As it has been observed from empirical data and analysis, official creditors of African countries were primarily the rich Western states and multilateral institutions like the World Bank and the International Monetary Fund and now this group has expanded to include China, India, Turkey and multilateral institutions. As such, the diversity of creditors makes creditor coordination even more difficult. The study examined past debt relief initiatives and their contributions; however, it argued the absence of a successful sovereign debt resolution system involving all creditors means that the resolutions fall short of supporting recovery for African countries, particularly in light of the evolution of debt profiles. The study makes a bold recommendation on how to better synergize the coordination among creditors and different agencies.
