- Civilian authorities' right to oversee the security sector's policy; - Possibility for the civil society to get involved in the management of security issues and participate, constructively, in the debate on security policies; - Active participation the civil society in the implementation of security policies with a view to contributing to the advent of a climate of social peace, security and stability, which is conducive to economic and social development, etc. 1.24. Shared Security Governance. This is the practical version of Security Democratic Governance. Fundamentally, it is based on the judicious distribution of roles and responsibilities among all institutional and non institutional actors of the security sector, namely: the public and private sectors, the political class, civil society, local authorities, communities, technical and financial partners, etc. It presupposes the security forces' adherence to the basic principles of universal democracy, their subordination to the legitimate civilian authorities and submission to the rules of democratic oversight. It requires security departments to open up to the other actors of the security sector, particularly the civil society, while giving them the opportunity to actively participate in the management of security issues in a conscious and responsible manner,. Such an involvement is necessary, in as much as security is a development cost that must be borne by all the security sector actors. In fact, there can be no sustainable development without a reliable security system. Shared Security Governance is an instrument designed to facilitate economic, social and cultural development. As such, it should help create an environment that would attract and encourage local and foreign investments and pave way for sustainable human development. 1.25. Security and Defence.
