Ghana in Search of Regional Integration Agenda 23 CHAPTER TWO: THE EXECUTIVE AND STATE INSTITUTIONS AS PRIMARY ACTORS IN ARTICULATING GHANA'S INTEGRATION POLICIES IN WEST AFRICA: CHALLENGES AND THE WAY FORWARD Alexander K.D. Frempong* ABSTRACT The Executive has primary responsibility for the formulation and implementation of regional integration policy. However, given the cross-cutting nature of regional integration, this responsibility is executed by several ministries and other state institutions, raising challenges of inter-ministerial collaboration and inter-agency coordination, among others. Against a brief background of the involvement of the Government of Ghana in the activities of ECOWAS, this paper examines the respective roles of the cabinet, various ministries and other state agencies and their challenges; and suggests ways for improving Ghana's regional integration policy. *Alexander K.D.
