The usefulness of the parliamentary centers that Parliament is in the process of establishing may be enhanced by the incorporation of libraries to facilitate the inculcation of research culture in the youth and also check delinquency. FES may wish to consider extending its collaboration to this initiative as it will go a long way to bridge the rural-urban gap. Conclusion If the aspirations of Ghana to attain a middle-income status as an emerging market are to be realised within a reasonable time frame, then institutional strengthening of the watchdog role of Parliament in the management of the economy would have to be geared towards optimisation of the country's resources, including the newly discovered oil reserves, for the benefit of the people.
