Four Papers were Presented at the Workshop: a. A keynote address by Professor Attahiru Jega, INEC Chairman b. Drug Use and Election by Mr Jadi Sulaiman, Ekiti state Commander NDLEA d. The Role of Transport Union in Election Security by Professor Iyiola Oni There was also a review by Professor Shehu Salihu of the Department of Political Science, Usman Dan Fodio University, Sokoto of the book Election security: Matters arising. The host REC, Honourable Halilu Pai of Ekiti state in his welcome address to participants, underscored the importance of election security by pointing to the need for all stakeholders to contribute their quota in securing elections. The challenges undermining the 110 Appendix I electoral process in the state according to him, especially, emanates from youths and members of the NURTW because of the perceived negative social behaviours among them and their failure to conform with laid down rules and regulations guiding the electoral process. The 2011, NURTW crises in Oyo state which led to the death of many innocent souls necessitated the conference to buttress the point. He also wondered whether okada riders union members are registered members of political parties as they often lend convoy to politicians during rallies. Other goodwill messages also affirmed the presence of insecurity and other challenges to the security of the electoral process, including the challenge of the deployment of electoral materials and personnel as it is sometimes compromised by politicians and security agencies, among others. The Honourable Chairman of INEC Professor Attahiru M. Jega OFR, in his keynote address delivered by Professor'Lai Olurode upheld that the Commission is committed to the improvement of the electoral process despite the complexity of challenges facing the Commission. The desire to improve no doubt accounted for the engagement of non-state actors such as the NURTW, okada riders and other similar organizations with a view to bringing them together for engaging them on how to better secure the electoral process. Observations: a. The ICCES is a new innovation in our electoral process and no efforts must be spared in improving it as an important aspect of our electoral reforms. 111
