Kenneth Geers(PhD, CISSP) is a researcher based in Kiev, Ukraine. Dr. Geers spent twenty years in the U.S. Government, with lengthy tours at NSA, NCIS, and NATO. Kenneth was the rst U.S. Representative to the NATO Cooperative Cyber Defence Centre of Excellence in Estonia, and a Senior Global Threat Analyst at FireEye. He is the author of Strategic Cyber Security, Editor of The Virtual Battleeld: Perspectives on Cyber Warfare, Technical Expert for the Tallinn Manual on the International Law Applicable to Cyber Warfare, and author of more than twenty articles and chapters on cyber conict. Diana Lekaj, has graduated with a Master's of Science in Homeland Security Management from University of Maryland. She currently chairs the Department for Staffordshire University Programs at Riinvest College. At this same college, Diana also teaches Strategic Management. In addition, Diana is also a member of Forum for Security a non-prot organization concerned with local security issues. Before this, she worked as a contractor for the United States Department of Defense, Department of Education-- U.S. Armed Forces Europe in various countries in the Middle East and Europe. While working with the military, she went through various security trainings and it was then that she developed interest in the security eld. Her research areas of interest are: Defense and National Security, International Security, Emergence Preparedness and Response, Cyber Security and Post Conict Issues and Development. Her discussion paper focuses on the need of Kosovo Government to build and increase its capacities and capabilities to mitigate and prevent cyber-related incidents as well as implement measures to improve cyber resilience across its critical information infrastructure. Radunovic gives an overview over crucial terms(cybercrime, cyber conicts and protection of critical information infrastructure) and actors, non-governmental as well as governmental, in the eld of cyber security. Furthermore he explains the connections between the different stakeholders, their roles and responsibilities, and examines the different levels concerning cyber security. Vesna Poposka is a Teaching assistant of international law and international relations at MIT University- Skopje(Faculty of legal sciences, international relations and diplomacy, and Faculty of security, criminology and nancial control). She also teachers constitutional law and law of armed conict (since February 2013); She is an author of numerous publications in the topic of security and international law and recently lectured at the International Confernence:“Coping with the contemporary security challenges by respecting the International Humanitarian Law: NATO- led Operations to counter hybrid and cyber threats“ 27 – 28 May, 2014 Skopje(invited lecturer on“ IHR vs. IHL during NATO led operations to counter cyber and hybrid threats”). She is civil activist, dedicated moot courter, young researcher, gender equality advocate, founder of“8 September” movement for social justice and democracy.
