STUDY CLIMATE CHANGE, ENERGY AND ENVIRONMENT PEOPLES VOICES IN NATIONAL CLIMATE PLANS Civil society perspectives from Kenya, the Kyrgyz Republic, Morocco and the Philippines Mohamed Adow, Nobert Nyandire, Anna Kirilenko, Dr Abdelghani Maroufi and Melissa Cardenas February 2021 Nationally determined con­tributions(NDCs) are a key mechanism of the Paris Agree­ment to raise ambition to limit the increase in global temper­ature to»well below 2°C«. Effective engagement at the local level is essential to achieve high-level NDC com­mitments. Yet at the moment they do not adequately incor­porate solutions from com­munities at grassroots level. A bottom-up approach can raise the ambition of nation­al climate commitments sig­nificantly, by ensuring that the voices of those involved in climate action are heard to create a people-centred pathway to social justice.
