Their delegates continued fighting for the inclu­sion of a series of safeguards even when the end of negotiations was announced. à They had to recur to the internation­al community, especially the United States, to be heard by negotiators and their proposals be included in the document that would aim to end 50 years of war. à Five years after the start of the im­plementation, the progress made has been little. The greater part of what has been done is in the form of generic policies that are far from addressing the needs of the indige­nous and black communities.
