PERSPECTIVAS PAZ Y SEGURIDAD THE PDET HAS NOT BEEN ABLE TO QUENCH THE THIRST FOR RURAL WELFARE Verdad Abierta November 2021 à When the FARC guerrillas left the territories they occupied, the aban­donment of the communities and lands that live in that“other Colom­bia” was made evident. For years, they have lived in the margins of statal access to fundamental rights. à To overcome these conditions, the Peace Agreement included Pro­grams for Territorial Development through which the State aimed to make presence in 170 municipalities affected by the war. à This initiative built up the expecta­tions of those communities, that saw in it the solution to many of their ordeals. But now that years have passed, they only feel disap­pointment as they see only delays and unfulfillments.
