The secretariats of mandating organisations should help field missions develop more structured engagements with civil society actors, via specialised units, consultative forums, and civil society advisory committees. Civil society actors should take the initiative to influence the evolution of mandates, proactively identifying and collaborating with relevant interlocutors.
