European policymakers should seek to influence trajectories toward greater stability by in­cluding relevant Syrian actors in conflict resolution fora, by supporting Kurdish-Kurdish and Kurdish-Kurdish-Turkish talks, and by engaging in con­versations with regional stake­holders aimed at constructive engagement and long-term stabilization in Syria. The EU and its member states should increase their engage­ment for early recovery and local development initiatives across Syria, and continue the fight against the IS, going beyond purely military and repressive means.
