EUROPE: TEAM PLAY IN AFRICA? The Africa Policies of EU Member States Giovanni Carbone December 2020 In March 2020, the European Commission issued a draft proposal for a»New compre­hensive strategy with Africa« that aims at building a»politi­cal alliance« for tackling com­mon challenges. The goal of a reinvigorated role for the EU in Africa raises the question of the new plan’s consistency with the Africa policies of the different EU Member States. Despite sharing significant common ground, there are differences in how individual EU countries relate to Africa – and between their ap­proaches and the EU’s – in terms of priorities, narratives and tools. The paper recom­mends a number of ways to improve the alignment.
