Internationale Politikanalyse International Policy Analysis Beata Górka-Winter EU Operational Engagement: Struggling for Efficiency Report from the 2nd European Strategic Forum, Brussels 2007 Over the last few years the European Union has proven that it is a trustworthy and reliable global partner, carrying out many security operations with a global scope and a broad spectrum of missions and capabilities. An analysis of the past and current EU operations shows that the decision-making in this particular field is based on finding the lowest common denominator impairing the effectiveness of EU action and watering down ESDP mission mandates. Early consultations of member states on common challenges, a cleardefined“entry strategy” guaranteeing political influence of the EU as well as reforms of the financing mechanisms are necessary. A closer cooperation between EU and the United States of America on concrete issues will enhance the ambition of EU member states to engage and utilize European capabilities and improve relations with Europe’s most important strategic partner.
