An alternate person is appointed for each member who will replace such in case of absence or inability to participate in the meetings. In Benin, members of the Independent National Electoral Commission(INEC) are officially appointed by the president of the country upon the proposal of government, parliament(quotas allotted proportionally according to the size of the political parties in the National Assembly), and civil society, the latter covering all socioprofessional bodies or associations. In Cote d'Ivoire, the Independent Electoral Commission(IEC) comprises members appointed, also via presidential authorization, upon the proposal by parliament, institutions and several ministries as well as by political parties. In Mali, political stakeholders are also involved in the appointment of members of the National Electoral Commission(NEC), since the majority party and the opposition are both allowed to make proposal in this regard. Civil societies also have their representatives in the Commission. 23
