As for the financial regime, the best solution consists in registering the budget of the electoral commission in the fiscal law of the year alongside that of the other public institutions, instead of leaving the determination of its amount and allocation to the goodwill of the executive. In conclusion, instead of tending toward the definition of an ideal electoral commission, the comparative study of electoral commission of some West African countries enables us to affirm that the comparison of the various experiences shows that in most of the cases each country can learn one from the other. This learning can be facilitated by the adoption of electoral norms and standards in the ECOWAS countries. 95
