Summary of Chapter II · The internal structuring of electoral commissions is carried out between the national and local levels, which have an executive body(bureau) and branches depending on the administrative division of the country. · The principles of internal structuring of electoral commissions are distributed between, on one hand, the constitutional, legislative and regulatory texts governing them(notably in the Anglophone countries and Niger) on the one hand, and the texts resulting from their self-organizing ability on the other hand. · Different types of electoral commissions can be distinguished by their duration and intensity: there are those with limited prerogatives(Mali, Senegal, Guinea Conakry); those with strong prerogatives(Cape Verde, Benin, Cote-dIvoire, Niger, Togo, Guinea Bissau), and finally commissions with very strong prerogatives (Nigeria, Liberia, Gambia, Ghana, Sierra Leone), in other words, those which are entrusted with functions that are largely above the main tasks of the electoral process such as the territorial division, monitoring of the functioning of political parties, etc. 96
