FES NE W YORK ANALYSIS PEACE AND SECURITY Laws for LAWS Towards a treaty to regulate lethal autonomous weapons Elizabeth Minor February 2023 A broad range of countries agree on a two-pronged approach towards the regulation of Lethal Autonomous Weapons Systems(LAWS): prohibiting autonomous weapons systems that do not allow for human control, while devising positive obligations for the human control of those systems that are not prohibited. In 2023, states should build on this common ground and move towards clear international legal standards for those states that are willing to participate. Committed states should ­promote policy convergence on key elements of regulation; examine a prohibition on autonomous weapons that target people; and work towards initiating negot­iations through the UN General Assembly or a standalone process.
