ANALYSIS REGIONAL AND GLOBAL ORDER COMPREHENSIVE COOPERATION BETWEEN ALBANIA AND KOSOVO AS AN AUXILIARY INSTRUMENT TO A SPEEDY REGIONAL ECONOMIC INTEGRATION Albania was one of the rst countries to recognize the independence of Kosovo on February 17, 2008. On February 19, 2008, the two countries established diplomatic relations. Bilateral cooperation is guided by the mutual interest to deepen political, economic, social, and cultural relations, and to foster the EU integration process. In the past few years, the partnership between Albania and Kosovo has been developing through the organization of regular government-to-government(G2G) meetings, expanding the exchange of goods and services, strengthening cross ­border cooperation, creating a regional network of energy, transport etc. Antonela Dhimolea April 2023 Despite the good political will, it’s clear that not all agreements have been implemented. Some reasons for the delay are complicated bureaucratic procedures, lack of respective mechanisms and human resources capacities, lack of investments and funds, and repetitive changes in internal ministerial structures. 1
