STUDY CLIMATE CHANGE, ENERGY AND ENVIRONMENT JUST URBAN TRANSITION AND LABOR Transformative Visions for a Low-Carbon Future Chloe Pottinger-Glass, Diane Archer, and Raja Asvanon September 2023 As part of international com­mitment toward low-carbon development, increasing atten­tion is being paid to cities as critical sites for change. How­ever, there is currently a limited understanding of the justice implications of these shifts. Examples from cities around the world, with a focus on the Global South, have high­lighted several key themes which are relevant for transi­tion. These include density, public transportation, decen­tralized energy, and the impli­cations of informal systems. A conceptual framework for just urban transition is offered which spans three dimensions: social and gender equity, low-carbon develop­ment, and decent work. A just urban transition requires synergy between all three dimensions.
