Implementing the 18th Amendment 6.3. Achieving more Devolution Merger of Federal Divisions: Division Creep process needs to be reversed. Small Divisions need to be merged to enable the realization of some economies of scale, promote greater integration of functions and save both salary and operating costs, Chart 6.5 presents the distribution of the Divisions by the size of the budget for salaries and operational costs. The smallest ten Divisions are shown first and the largest three Divisions at the bottom.
