Progressing on the 10th NFC Award The weights in the horizontal distribution of the four criteria were as follows: Horizontal Distribution Criteria a. Population b. Poverty/ Backwardness c. Inverse Population Density TOTAL Percentage(%) 82.0 10.3 5.0 2.7 100.0 Based on the magnitudes of the Provinces in the different criteria, the final percentage share of each Province emerged as follows: Punjab Sindh Khyber Pakhtunkhwa Baluchistan Province Percentage Share Share(%) 51.74 24.55 14.62 9.09 100.00 The duration of the 7 th NFC Award was expected to be from 2010-11 to 2014-15. However, the successor 8 th and 9 th NFCs were unable to come to arrive at a consensus on a new Award. Consequently, the 7 th NFC Award has remained in operation for ten years now. 2021-22 will be the twelfth year. The resulting ratios of share in transfers to share in population of each Province are given in Table 7.3. The transfers include both divisible pool and straight transfers. The latter have gone mostly to Sindh and Baluchistan but constitute only 3 percent of total transfers.
