However, the successor 8 th and 9 th NFCs were unable to come to arrive at a consensus on a new Award. Consequently, the 7 th NFC Award has remained in operation for ten years now. 2021-22 will be the twelfth year. The resulting ratios of share in transfers to share in population of each Province are given in Table 7.3. The transfers include both divisible pool and straight transfers. The latter have gone mostly to Sindh and Baluchistan but constitute only 3 percent of total transfers.
