Meanwhile the state has embraced civil society movements and organizations that share conservative agendas. There was a major restructuring of government funding. The most secure and largest funding is received by organizations engaged in strategic partnership with the government. The governmental intervention had a huge impact on the possibilities of cooperation between civil society actors.
