A N A LY S I S DEMOCRACY AND HUMAN RIGHTS ASSESSING SERBIA‘S PROGRESS on the EU Accession Agenda 2016-2020 Nikola Burazer June 2020 From 2016 until 2020, the SNS-led Serbian government held a comfortable majority and clearly stated that an ambitious reform agenda on the way to European Union membership was its goal. Serbia has opened 18 out of 35 chapters and closed only two as of June 2020, significantly lagging behind its initial goal. Serbia has made only modest progress in preparation for EU membership and also lags behind its own plans for implementation of the acquis. Lack of progress in key Chapters 23 and 24 as well as deterioration of democracy and media freedom cast a shadow of doubt over the government’s political will for reform.
