from draft to adoption as a national policy by the Federal Government. However, a number of social protection programmes were funded by different actors which included government, donors, international NGOs and civil society. Some social assistance programmes were also implemented in an adhoc manner by a range of Government Ministries, Departments and Agencies (MDAs) at state level and/or funded by international donors. These included Conditional Cash Transfer for girls' education(Bauchi, Katsina and Kano, through the UK Department for International Development(DFID), the UN Children's Fund(UNICEF) and the World Bank, a child savings account in Bayelsa and a disability grant in Jigawa. There were also various health waivers, education support such as free uniforms and nutrition support. HIV and AIDS programmes with aspects of social protection at state level included nutrition, health and education support. Others were labour market programmes at federal and state level, public works programmes, agricultural subsidies/inputs and youth skills and employment programmes(FES, 2016). At the Federal Government level, the In Care of The People(COPE) was implemented. It provided Conditional Cash Transfer(CCT) to households with children of basic school age headed by poor females, aged, physically challenged, vesicovaginal fistula(VVF) patients as well as HIV and AIDS patients. The aim was to break intergenerational transfer of poverty and reduce the vulnerability of the core poor. 24
