PERSPECTIVE FES NEW YORK PEACE AND SECURITY BETWEEN ASPIRATION AND REALITY Treaty on the Prohibition of Nuclear Weapons Angela Kane April 2019 The negotiation and adoption of the Treaty on the Prohibi­tion of Nuclear Weapons has increased the antagonism be­tween states that do and do not have nuclear weapons. Non-nuclear-weapon states should consider how best to engage the nuclear possessor states by entertaining propos­als made in the NPT prepara­tory meetings by groups of »bridge-builders,« by the ­Elders but also by the United States. All states should demonstrate more ownership of the NPT, focusing not only on the out­come of the NPT conference but also on the review process, and enlisting bridge-builders.
