Abstract
- The study examines how Russia's war in Ukraine has changed the geopolitical and strategic dynamics of the Arctic by focusing on changes in states' priorities over time. Based on expert interviews, an expert survey and content analysis of foreign ministry statements, the findings reveal an increasing focus on security and military issues among states in the Arctic. Alongside military issues, economic interests such as resource extraction and infrastructure projects are gaining salience, while environmental and indigenous concerns are increasingly sidelined. The authors analyse whether the Arctic is moving towards a security-dominated paradigm or if space remains for progressive approaches, concluding with policy recommendations drawn from their analysis.
