  • In dieser Publikation wird argumentiert, dass rechtlich geregelte Standards für autonome Waffensysteme die Risiken verringern und den Schutz der Zivilbevölkerung verbessern würden. Dies wäre selbst dann der Fall, wenn bestimmte politische Fragen eingehender behandelt werden müssten und sich nicht alle Staaten anschließen würden. Im Jahr 2025 sollten Staaten mit ähnlicher politischer Ausrichtung, auch aus dem Globalen Süden und solche mit militärischen Interessen an autonomen Waffensystemen, regionenübergreifende Partnerschaften aufbauen und mit der Zivilgesellschaft zusammenarbeiten, um starke internationale Schutznormen festzulegen. This publication argues that legal rules setting standards for autonomous weapons systems would reduce risks and enhance civilian protection. This would be the case even if certain policy issues need to be addressed more fully and not all states joined in. In 2025, states with similar policy orientations, including from the Global South and those with military interests in autonomous weapons systems, should develop cross-regional partnerships and work with civil society to lay down strong, protective international norms.
