- This publication explores the ideas and ideologies that have shaped the development of Thailand’s welfare system — from the enduring concept of the benevolent ruler and paternalistic state to the idealized notions of Thai community and family values. It examines how these beliefs have influenced welfare policies and contributed to the normalization of inequality in Thai society. The paper also highlights why it’s time for these ideas to evolve, calling for a critical reassessment of long-standing cultural narratives and for new, inclusive perspectives that can better support the future of welfare in Thailand.
