Abstract
- How did Thailand shift from expanding universal welfare under Thaksin to targeted, authoritarian-style welfare under Prayuth? This study unpacks the forces behind the rise and retrenchment of social welfare policies in Thailand from 2001 to 2021 using the 5Is framework. It reveals how crises, democratization, and civil society once drove welfare expansion — only for political upheaval and persistent structural challenges to stall progress. In an aging, uncertain world, what will it take for Thailand to build a welfare state fit for its future?
