Abstract
- Thailand’s welfare system remains marked by critical coverage and adequacy gaps, particularly for children, elders, and informal workers. A fragmented structure, lack of strategic leadership, and limited public recognition of social rights have hindered meaningful reform. This paper, synthesizing findings from the Policy Community for Building Thailand’s Welfare System project, offers eight strategic policy recommendations to address these deficiencies. Key proposals include expanding universal child and old-age benefits, strengthening contributory welfare schemes, establishing a central welfare agency for system-wide coordination, and promoting democratic values that recognize welfare as a social right. The publication serves as a roadmap for policymakers, practitioners, and stakeholders seeking to build a fairer, more inclusive, and sustainable welfare system for Thailand.
