Abstract
- Migration is shaping relations between the EU and North Africa. Current cooperation emphasizes border control and returns, while human rights are sidelined. Rising racism in Europe and instability in North Africa are worsening conditions for migrants. In this publication, the authors analyses alternative future scenarios and conclude that a shift towards long-term, rights-based strategies, equal partnerships and legal pathways is required. Migration must be recognized as part of the global reality, not a threat. Only then a fair and sustainable future for both regions is possible.
