Abstract
- The report analyses Moldova’s progress in implementing the recommendations of the European Commission for the “Fundamentals” cluster. While Moldova has achieved significant results since obtaining candidate status, the pace and consistency of reforms remain uneven. The report focuses on the 12 priority areas identified by the European Commission: justice reform, anti-corruption, democracy, public administration, freedom of expression, fundamental rights, security, public procurement, a functioning market economy, social policy and employment, statistics, and financial control. The report focuses on the period from July 2024 to May 2025, with updates through July 10, 2025, marking the end of the current parliamentary session. The purpose of this shadow report is not only to monitor the implementation of the Commission’s recommendations, but also to contribute to the drafting of the EU`s first Enlargement Report for the Republic of Moldova, expected in autumn 2025.
