Efforts to expand participation in Indonesia's Employment Social Security programs face significant challenges, particularly in reaching informal and low-income workers due to unsustainable funding mechanisms that rely on inconsistent local government or private sector contributions. To address this, a study was conducted to identify, map, and recommend viable funding sources for both the National Health Insurance (JKN) and Employment Social Security (Jamsosnaker) programs. The study identified 17 potential funding options across five categories: public expenditures, contributory revenues, voluntary contributions, loan instruments, and market-based tools. Each option was analyzed for feasibility, associated risks, potential funding capacity, and alignment with existing regulations. A cost-benefit analysis further assessed their sustainability and public acceptance. While the proposed alternatives are considered implementable, they require careful planning, time, and further research-particularly on earmarking-to ensure efficient execution and balanced impact on communities and government finances.
