Abstract
- Germany will become even more dependent on labour from third countries in the medium and long term. This increases the demands on reliably managing labour migration, also in the interests of the workers concerned. Many people who are interested in migrating receive unclear or misleading information about working conditions, rights, and prospects in Germany in their country of origin. The risk of exploitative employment therefore often starts prior to entry into the country. Mediation structures are often cross-border and informally organised – and thus difficult to monitor. There is a lack of reliable data, and official responsibilities are fragmented. At the same time, those affected are reluctant to assert their rights owing to dependencies, lack of information, or language barriers. As a result, exploitation often remains invisible.
