Abstract
- This study examines Bangladesh’s preparedness to introduce a contributory Unemployment Insurance (UI) scheme under the National Social Security Strategy (NSSS). Although UI is recognised as a core component of the National Social Insurance Scheme, implementation has stalled due to the absence of a dedicated legal framework and institutional mechanisms. Drawing on policy documents, the ILO roadmap, and relevant labour legislation, the paper assesses legislative gaps, institutional capacity within the Ministry of Labour and Employment (MoLE), and operational requirements for piloting and scaling up UI. It argues that a standalone UI law is essential to define eligibility, financing structures, and administrative responsibilities, and to align national frameworks with international labour standards.
