Abstract
- This study evaluates the fiscal feasibility of universal social protection in Bangladesh by estimating budgetary requirements and potential resource mobilisation strategies. Using key informant interviews and secondary data—including ILO and BBS sources—the analysis focuses on five major social safety net programmes and applies the ILO Social Protection Floor Costing Tool to estimate expansion costs for universal pensions and child benefits. The paper proposes a phased framework for implementing a Universal Pension Scheme and Universal Child Benefit, aligned with the ILO multi-pillar pension model. It identifies sustainable financing options and outlines institutional pathways for gradual expansion toward comprehensive coverage.
