Abstract
- This policy brief assesses Bangladesh’s social protection landscape and explores the feasibility of transitioning towards universal social protection in line with SDG 1.3. Despite progress under the National Social Security Strategy (NSSS), programme fragmentation, targeting errors, and administrative inefficiencies continue to undermine effectiveness. The paper evaluates financial implications, institutional constraints, and policy trade-offs associated with universalisation. It proposes a structured framework to guide phased expansion, aiming to reduce inclusion–exclusion errors, enhance equity, and strengthen resilience. By situating the discussion within broader poverty dynamics and fiscal realities, the study contributes to evidence-based debate on building a comprehensive and rights-based social security system in Bangladesh.
